In 2012, the City of Tucson implemented CGI Advantage Financial Management as an ERP Financial system, establishing Advantage as the City of Tucson's Financial Information System. The deployment positioned CGI Advantage Financial Management to provide a single, integrated platform for municipal financial operations and business management across the organization.
The City implemented five major CGI Advantage components, including CGI Advantage Administration ADM, CGI Advantage Financial Management FIN, CGI Advantage Human Resource Management HRM, CGI Advantage Performance Budgeting PB, and CGI Advantage InfoAdvantage Reporting. CGI Advantage Financial Management was configured to support core public finance capabilities such as budgeting, general and cost accounting, asset management, accounts payable and accounts receivable, while HRM and Performance Budgeting extended transactional processing into workforce and planning workflows.
Advantage was deployed as an integrated application suite, unifying transactional finance, budgeting, HR, and reporting into a consolidated information architecture that supports municipal business functions. InfoAdvantage Reporting was implemented to provide consolidated financial and performance reporting, enabling linkage between budget data and operational accounting across city departments.
The City performed an ERP 3.11 Upgrade to the Advantage application, which included configuration of new, additional functionality across the five major components listed above. The upgrade work focused on expanding configured capabilities within Administration, Financial Management, HRM, Performance Budgeting, and InfoAdvantage Reporting to improve the system feature set for city financial management.

Operational scope covered the HR department and served as the primary tool for employee relations liaison activities, including reporting personnel complaints to the Director of HR. The implementation supported backup HR functions for tuition reimbursement and ongoing maintenance of HR policies, with updates to pension and retirement information performed directly in CGI Advantage Human Resource Management Benefits to maintain personnel records.
Governance included role based verification of payroll and budget access and defined escalation paths for employee relations issues to the Director of HR. The rollout reflected procedural adoption by HR staff with configuration focused on core Benefits Administration processes rather than large scale IT reengineering.
