Tyler Technologies Legacy Tyler Enterprise Permitting & Licensing Permitting and Licensing ERP Services and Operations n/a 2017 2018
In 2017, Clayton County implemented Tyler Enterprise Permitting & Licensing, also known as EnerGov, to automate business licensing, renewals, fee calculations, and enforcement workflows for county development and licensing teams. The deployment targeted Permitting and Licensing operations across Clayton County government in Georgia and established a centralized application for licensing lifecycle management and compliance tracking. Configuration work focused on reconfiguring license categories and embedding automated fee logic, including late-fee and interest calculations and a fee calculation engine to standardize billing. Tyler Enterprise Permitting & Licensing was used to centralize renewals processing, streamline online renewals workflows, and operationalize enforcement case tracking and reporting capabilities. Operational coverage remained concentrated on county development and licensing functional areas, with the online renewals channel handling significant transactional volume, processing approximately 4,400 renewals in 2022. The implementation emphasized application-led process control for licensing staff, enabling consistent enforcement workflows and consolidated reporting for regulatory oversight. Governance changes included license category reclassification and process automation to reduce manual fee computation and renewal handling, with enforcement and reporting capability improvements cited as a key outcome. The project narrative centers on using Tyler Enterprise Permitting & Licensing to standardize permitting and licensing procedures, automate recurring calculations, and improve enforcement visibility within county government operations.
