Operational scope covered national scholarship program administration, involving program staff and distributed reviewer cohorts across the United States, with separate portals for submission intake, sequential review phases, and post-award management. Governance focused on workflow orchestration and reviewer lifecycle management, and post-implementation the foundation expanded to multiple portals while reducing per-submission review time to about 30 seconds.
