Standard recruitment lifecycle functions such as vacancy creation, candidate shortlisting, automated communications and contract management were configured to support contingent labour workflows. Operational coverage targeted the Defra Group's contingent workforce, supporting multiple directorates and providing a centralised HR Strategic Resourcing capability for hiring managers and the contingent workforce team. Prior to implementation the team tracked activity in a single user spreadsheet, and after deployment the Eploy Applicant Tracking System enabled concurrent access, shared dashboards and collaborative tracking across teams. Governance adjustments included formalising approval workflows and routing rules to surface time remaining on contracts and trigger advance authorisations, reducing administrative friction. The new process reduced time to hire from up to 14 days to between 2 and 4 days and enabled the team to plan, measure and monitor recruitment more effectively while trialling name blind workflows to reduce bias.
