Governance and change management are scoped to recruitment and application process owners within the Department, with communications planned for applicants and a contact route for queries during the transition. The deployment leveraged Microsoft Power Platform and Azure Bot framework to orchestrate conversational flows, and Dynamics 365 for Omnichannel to enable handoff and omnichannel continuity, ensuring Microsoft Power Virtual Agents could operate as a hub for efficient, personalised communications. The solution was provisioned on Azure with integration points that included Azure Cognitive Services for NLU and Azure Landing Page for channel access, and it aligned with the departments on-prem IT environment through configuration and tailored integration work performed by Codec. The architecture referenced Microsoft 365 and Azure Data and AI tooling as part of the overall platform stack, and Codec managed the configuration of content, intents, and the helper bot logic to match departmental schemes and eligibility workflows. Governance and rollout were coordinated with the departments Digital Transformation and Governance function, using staged configuration and content tuning before a September 2022 go-live. In the first six months after launch the chatbot recorded more than 6,000 visits and answered more than 900 questions, and the department projected adoption by roughly 14,000 farmers representing 10 to 15 percent of the national farming population, with plans to expand chatbot capabilities to additional use cases within the organisation.
