The Oleeo ATS deployment emphasizes standard Applicant Tracking System capabilities, including job requisition and posting, candidate application capture, configurable screening and shortlisting workflows, assessment and interview scheduling, candidate communications and a candidate portal. Configuration work centers on workflow orchestration for multi-stage competitions, role based access for hiring managers and administrators, and compliance oriented reporting and audit trails to support public sector recruitment governance.
Deployment is structured as a phased rollout, initially applied to a select number of recruitment competitions before scaling to all competitions managed via publicjobs. publicjobs is working with recruitment software company Oleeo as the provider of the new recruitment platform, and operational coverage is scoped to the department’s recruitment processes across its hiring lifecycle rather than to specific downstream HR transactional systems.
Governance and change management are scoped to recruitment and application process owners within the Department, with communications planned for applicants and a contact route for queries during the transition. In 2022, Department of Agriculture, Food and the Marine deployed Microsoft Power Virtual Agents as its Chatbots and Conversational AI solution to reduce call volumes and improve citizen communications for Irish farmers. The implementation targeted enquiries related to grants and programmes, providing a 24/7 self-service channel to supplement the department call centre and support outreach to the farming community across Ireland.
Codec designed a custom chatbot architecture centered on Microsoft Power Virtual Agents and augmented by a bespoke helper bot to bridge PVA and Azure Cognitive Services, the helper bot extending natural language understanding and personalization. The deployment leveraged Microsoft Power Platform and Azure Bot framework to orchestrate conversational flows, and Dynamics 365 for Omnichannel to enable handoff and omnichannel continuity, ensuring Microsoft Power Virtual Agents could operate as a hub for efficient, personalised communications.
The solution was provisioned on Azure with integration points that included Azure Cognitive Services for NLU and Azure Landing Page for channel access, and it aligned with the departments on-prem IT environment through configuration and tailored integration work performed by Codec. The architecture referenced Microsoft 365 and Azure Data and AI tooling as part of the overall platform stack, and Codec managed the configuration of content, intents, and the helper bot logic to match departmental schemes and eligibility workflows.
Governance and rollout were coordinated with the departments Digital Transformation and Governance function, using staged configuration and content tuning before a September 2022 go-live. In the first six months after launch the chatbot recorded more than 6,000 visits and answered more than 900 questions, and the department projected adoption by roughly 14,000 farmers representing 10 to 15 percent of the national farming population, with plans to expand chatbot capabilities to additional use cases within the organisation.
