In 2019 the Department of Transport, Victoria implemented Oracle Cloud ERP as the core platform for an ERP Financial program to consolidate and standardize finance operations across the newly integrated transport portfolio. The deployment was initiated concurrent with the 1 July 2019 merger that brought VicRoads and Public Transport Victoria into the Department of Transport, expanding DoT’s remit to include Major Transport Infrastructure Authority, Victorian Fisheries Authority, Suburban Rail Loop Authority, Commercial Passenger Vehicles Victoria and Transport Safety Victoria.
The implementation delivered Oracle Fusion Cloud Enterprise Resource Planning Financials capabilities, explicitly including Expenses, Accounting Hub Cloud Services, Procurement and Self-Service Procurement, and Project Financial Management modules. The program incorporated both Oracle SaaS and Oracle PaaS components to support standardized ‘‘One Way of Working’’ financial business processes while preserving configurable flexibility for agency-specific process variances.
Oracle Consulting ANZ provided the implementation and technology delivery, leveraging Oracle Fusion Cloud Applications and Oracle Technology expertise to consolidate disparate system-stored data and harmonize financial workflows across multiple departments and agencies. The architecture emphasis centered on a single cloud financial platform to enable consolidated ledgers and common procurement and project financial controls, with configuration to accommodate the differing operational needs of each entity.
The rollout used a tiered, systematic approach that transitioned to fully remote delivery during the Covid-19 period, employing video conferencing for training, user acceptance testing and cutover activities, and conducting dry runs with key stakeholders prior to wide user onboarding. Training materials were digitized and recorded, sessions were shortened to reduce user fatigue, and governance structures emphasized strong sponsorship, risk mitigation and cross-entity coordination to complete the consolidation within a 12 month timeframe.
The program outcome enabled the Department of Transport to adopt a standardized way of working for finance, empowering the business to run more effectively through modernized financial technology and best practices. Oracle Cloud ERP established a unified ERP Financial platform for DoT to support ongoing operations and coordinated delivery of the state’s transport networks.

These activities included diagnosing HRIS issues and delivering configuration or process adjustments consistent with Core HR functional workflows.
The team collaborated with the System Support Team on workforce management data and reporting, documenting findings and recommending improvements, and assisted with SuccessFactors HCM testing and implementation. The SME advised and coached leaders on general Connect, Chris21 and Empower system queries, preserving cross-system operational alignment and ensuring system compliance with data security and privacy requirements. Operational coverage extended to servicing the People and Culture department and the wider business through position management and case resolution.
Governance and process changes included coaching leaders on position management scenarios and codifying inbox query procedures to shorten response times. As an explicit outcome, service level turnaround was reduced from a three day period to a one day or same day period, and duplicate occupancy errors were reduced to 8 percent. The role produced documented recommendations for ongoing HRIS reliability and maintained professional relationships across People and Culture to sustain operations.
