The Department acted as design authority and delivery lead, with in-house teams responsible for functional design, integration architecture, security alignment and a mixed onshore/offshore support model; the Financial Systems Manager role served as project lead architect, governance owner and primary liaison for finance process owners during the Jul 2018–Dec 2019 implementation period.

The architecture emphasized centralized employee records, position management as the anchor for workforce structure, and integrated payroll capability via the Employee Central Payroll module to maintain end to end HR process continuity. Governance and process workstreams instituted role based permission frameworks and standardized HR workflows spanning recruitment through off-boarding to ensure consistent operations. Operational coverage targeted HR, payroll, learning and workforce planning functions within Department of Treasury and Finance Victoria and aligned to the whole of Vic Gov HCM program.
