In 2017, Exelon integrated Sterling Background Check into its BackGround Screening capabilities within the Taleo/OTAC recruiting platform. The deployment spanned Exelon operating companies including Exelon, BGE, ComEd, Constellation, Exelon Generation, PEPCO Holdings and PECO and engaged cross functional stakeholders in Legal, Benefits and Talent Acquisition.
The implementation was administered by Taleo/OTAC subject matter and functional leads who oversaw system integration testing, user acceptance testing and user training for a systems integration tied to an acquired company. Configuration work addressed eOffer processes, offer letters, on boarding workflows, career site application flows and compliance correspondences, and included the development of Taleo Connect Client scripts for data imports, exports and data updates. Sterling Background Check was implemented using Oracle Validated Integration patterns to surface screening results into Taleo workflows and to trigger onboarding verifications.
Integrations governed and validated alongside Sterling Background Check included HireVue Video Interviewing, Hogan Assessment service, Sterling Background Investigation, Sterling I9 Verification and Telemetry. Operational reporting and analytics were delivered through Oracle Business Intelligence dashboards, scheduled reports and ad hoc reporting from recruiting and admin universes. Test zone refreshes and validation were completed across Taleo/OTAC upgrade cycles 15B, 17.2 and 17.6.2 to preserve integration compatibility.
Program governance centered on coordinated testing plans, staged SIT and UAT gates and partnered training for recruiting and HR operations to embed the new screening and on boarding workflows. Process ownership and workflow restructuring were aligned to Talent Acquisition, Legal and Benefits to manage offer to hire transitions and compliance reporting. The implementation narrative emphasizes the technical integration and process orchestration connecting Sterling Background Check, Taleo/OTAC and surrounding assessment and verification services for BackGround Screening.

The implementation included management of RFX events through the Procure to Pay SmartGEP tool, commercial review and contract lifecycle activities for services and materials, and incorporation of SaaS and End User License Agreement clauses addressing regulatory, IT, and security requirements.
The program incorporated a formal contract governance layer, with redlining of Master Global Terms and Conditions, risk identification and mitigation, and direct negotiation between suppliers and internal legal counsel to obtain approvals aligned to corporate standards. Exelon led an Oracle Identity and Access Management RFP as part of broader identity and access stabilization and driven total cost of ownership analysis, then progressed to a software and integration RFP to procure replacement solutions and target efficiency and support cost improvements.
Operationalization included cross functional coordination with AP and Tax teams on invoicing, taxation, and capitalization versus operating queries, and business enablement through lunch and learn sessions to communicate sourcing policies and processes. The program delivered explicit commercial outcomes documented by the team, including $12M in P and L savings through strategic supplier negotiations, supplier management, total cost of ownership focus, and streamlined procurement processes using Hitachi Ventyx FocalPoint Suite for Asset Performance Management.
