The system supported the control room interaction model with police stations, prison governors, Home Office monitors, and courts through operational workflows rather than named technical integrations.
Governance changes centered on consolidating route planning responsibilities within a supervised control room, formalizing incident management and escalation processes, and embedding Paragon into daily allocation and supervision tasks. Training and role alignment emphasized operational planning, exception handling, and adherence to statutory transport timeframes, with Aptean Paragon serving as the authoritative routing and scheduling system for prisoner movements.
