The deployment targeted consolidation of multiple stand‑alone systems across finance, assets, property and HR for a council sized at approximately 500 employees, with an explicit objective to establish new business processes based on best practice. Modules and capabilities implemented as part of the program included core Finance functionality such as accounts payable, accounts receivable, fixed assets, cash accounting and purchasing, plus enterprise budgeting and a web catalogue driven supply chain component. The implementation also encompassed payroll and HR capabilities including payroll processing, organizational management and timesheet costing, enterprise content management, strategic and operational asset management, defect management with work scheduling and dispatch, and comprehensive property and rating functions covering valuations, cash receipting, debtors and levies. Civica Financials was configured to support these modules and to centralize transaction processing and record keeping consistent with Government ERP functional workflows. Data migration and systems integration were a central element of the rollout, with complete end to end data migration activities moving records from Chris21 and IgniteTech Computron into Civica Financials, and the creation of an ECM data warehouse to consolidate content and historical records. The migration scope included payroll and HR extracts, financial ledgers, fixed asset registers and property and rating datasets, requiring staged ETL and reconciliations to ensure transactional continuity. Project governance emphasized multi‑stream project management, business process redesign, and an extensive training and change program, including end user training and role based cutover procedures. The program established new operational workflows for finance, property services and asset teams, and included post go‑live support to address issues identified during stabilization. Outcomes recorded in project notes include a successful go‑live, prompt resolution of post‑implementation issues, and positive reception of system and consulting work by council stakeholders. |
