In 2015, Government Communications H Q implemented Oracle OBIA for Analytics and BI, initiating a contract at Cheltenham that ran from April 2015 to May 2016 with one renewal. The engagement focused on delivering enterprise reporting for financial and HR domains, provisioning Oracle OBIA to surface operational and management reports for end users via dashboarding and semantic models.
The implementation included hands-on OBIEE RPD and dashboard development, OBIEE rework and a OBIEE 12c trial to evaluate migration and re-skinning requirements, and Oracle SQL tuning. ETL development was executed using Oracle Data Integrator and PL/SQL, supporting OBIA financial and HR reporting on Oracle EBS and Essbase, while Tableau was used to develop additional reports and visual dashboards that extended the analytical datamodels and created calculated measures.
Architecturally the project integrated a traditional Oracle data warehouse stack with a Big Data Data Lake Reservoir, feeding ODI ETL processes into OBIA analytical layers and OBIEE presentation artifacts. High-level logical modelling followed Kimball dimensional techniques and was captured using Oracle Data Modeler, aligning the data model to Oracle EBS and Essbase sources and to Tableau and OBIEE consumption patterns.
Delivery was run with Agile practices, combining business analysis, stakeholder management, workshops, demos and proofs of concept to refine requirements and iterate on dashboards and ETL. The work included governance around design rework, report re-skinning and rollout sequencing, and the effort was recognized with a Director's Innovation Award 2016 nomination.
