In 2012 Greenville Utilities Commission selected Emtec to implement Oracle E-Business Suite as its ERP Financial platform, beginning an enterprise program that also included Hyperion, Work and Asset Management Accounting and OBIEE. The implementation targeted core financial management and consolidated reporting across the utility operations that provide electric, water, sewer and natural gas services to Greenville and surrounding areas. Oracle E-Business Suite was configured to support ERP Financial workflows, leveraging standard financial management capabilities such as general ledger, accounts payable, accounts receivable and asset accounting alongside integrated financial reporting through Hyperion and OBIEE. Work and Asset Management Accounting was implemented in tandem to link transactional finance processes with operational asset and work management activities. The Oracle footprint later expanded to include Oracle Customer Care and Billing, Mobile Workforce Management, Oracle Utilities Customer Self Service, Oracle Utilities Analytics and WAM Service Orders, creating a coordinated environment spanning customer care and billing, field operations, asset management and finance. Emtec provided integration support and batch monitoring for these applications and continues to deliver comprehensive database and application managed services through its ClearCARE program. Governance shifted to a managed services model with Emtec ClearCARE providing post production support, application and database management, integration monitoring and operational runbook support, enabling Greenville Utilities Commission IT staff to focus on critical projects while preserving business continuity. Emtec served as the named system integrator and ongoing managed services provider for the Oracle E-Business Suite ERP Financial implementation and the broader Oracle utilities stack.

Integration architecture centralized Oracle Fusion Middleware as the integration layer, connecting Oracle Utilities Work and Asset Management with Oracle Utilities Mobile Workforce Management for mobile dispatch and technician execution, with Oracle Utilities Customer Care and Billing for customer and billing context, and with the Oracle E-Business Suite for financial and procurement processes. Operational coverage mapped to Greenville Utilities Commission services, spanning electric, water, sewer and natural gas operations that serve the City of Greenville and the majority of Pitt County, with primary business functions impacted including customer service, dispatch, field operations and IT. Project governance followed a phased rollout, with the initial phase delivering Oracle E-Business Suite and Fusion Middleware earlier in the year, and a second phase scheduled to bring the remaining Oracle utilities applications online in the following phase. Greenville Utilities engaged Lucidity Consulting Group, a Platinum Oracle Partner Network member, on the implementation, and the utility explicitly positioned the deployment to boost workforce productivity through improved communication between customer service representatives, dispatchers and technicians and to support continued operational effectiveness and customer service objectives.
