SAP Legacy SAP ERP ECC 6.0 ERP Financial ERP n/a 2009 2009
In 2009, London Borough of Harrow implemented SAP ERP ECC 6.0 to support municipal financial and operational processes. The deployment aligned with the ERP Financial category and was integrated into an existing SAP landscape that included SAP BI 7.1, ECC 5.0, CRM 7.0 and SRM 5.0. SAP ERP ECC 6.0 was configured to deliver core ERP Financial capabilities while being tightly coupled with an end to end SAP BW data model covering all business areas. The implementation work documented standard and custom data targets, transformation logic, data sources and DTPs, and supported management cockpits through SEM components including BPC, CPM and scorecards, as well as operational dashboards built with Crystal Xcelsius. Integration scope explicitly included a BW-CRM solution and a Waste management BI solution, with SAP BW used to surface BVPI reporting and ad-hoc universes for BusinessObjects and Crystal Reports users. BEx Broadcaster was implemented across business managers to distribute reports, and SAP BW/BI universes were created to enable self-service reporting for ad-hoc users. Governance covered the change request process and work estimation for SAP BW, ongoing BW functional and technical support, and user training on BusinessObjects and Crystal reporting. Deliverables recorded in the program included BVPI reports, management cockpits, BEx Broadcaster rollouts and top management dashboards, reflecting a configuration-led rollout across council business areas.

Microsoft Legacy Microsoft Power BI Analytics and BI Analytics and BI n/a 2020 2020
In 2020, London Borough of Harrow implemented Microsoft Power BI as its Analytics and BI platform to centralize reporting for finance and HR operational data. The deployment targeted council reporting workflows and established Microsoft Power BI as the primary visualization and self service analytics tool across departmental stakeholders. The implementation included end to end ETL and semantic modeling workflows built in Power BI Desktop, using Power Query and DAX expressions for transformation and calculated measures. Development work focused on KPI dashboarding, custom filters, functions in Power BI, and report design patterns that supported dynamic periods and variance analysis, with explicit performance tuning using Performance Analyzer to minimize data loads and remove unnecessary Power Query steps and page visualizations. Data integration and operational coverage were grounded in Microsoft Dynamics 365 Finance and Operations and Dynamics 365 HR, with intermediate storage and processing in Azure SQL Database. A Power BI Gateway was implemented to enable scheduled refreshes from multiple source systems, and a BI developer contractor engaged with key stakeholders and reporting analysts between November 2021 and February 2022 to gather requirements and mentor reporting staff. Governance and data quality processes were established by analyzing source system data, working with technical and business representatives to define handling for data anomalies, and enabling self service consumption of reports. The engagement produced six Microsoft Power BI reports and dashboards built from roughly 50,000 activity records covering man hour and quantity resources, budgets, trends, variances, and dynamic reporting periods.
