In 2018, Extremadura implemented SAP S/4 HANA to consolidate core financial operations and position its finance systems in the ERP Financial category. The program was executed by Inetum in collaboration with SAP and targeted the Regional Government of Extremadura's administrative finance functions.
The SAP S/4 HANA implementation focused on core financial modules including general ledger, accounts payable, accounts receivable, asset accounting, controlling, and treasury capabilities. Configuration emphasized a unified chart of accounts, public sector accounting alignments, financial closing orchestration, and embedded reporting using SAP S/4 HANA data models.
Deployment covered regional finance, treasury, and procurement processes across departmental administrations within the regional government. The SAP S/4 HANA instance served as the central ERP Financial backbone for budgeting, fiscal reporting, and operational accounting across the organization.
Inetum led implementation services and delivery governance in collaboration with SAP, establishing a phased rollout, standardized finance workflows, role based security, and change management across departments. The initiative was presented as a success story at an event organized by Inetum and SAP with the Regional Government of Extremadura on May 11 at 10:00 a.m., highlighting the SAP S/4 HANA deployment and program governance.

In 2019, Extremadura deployed Atos GEMMA Dispatch as its Computer Aided Dispatch solution for the regional 112 public safety answering point covering two provinces and approximately 1.1 million inhabitants. The rollout targeted the Centro de Atencion de Urgencias y Emergencias in Merida, a multi-agency operational control room staffed by call takers and representatives from EMS, national and local police, Guardia Civil, regional and urban fire and rescue, plus supervisory management.
Atos GEMMA Dispatch was configured with core call handling and operations modules, including call taking, dispatching, supervision, administration and dashboards, together with EMS-specific functionality. The application surface exposes integrated caller location, eCall processing, geographical information system capabilities and IP telephony, and supports multi-channel call taking with SMS and chat accessibility for deaf and hard of hearing users, alongside voice logging and public warning functionality.
The deployment was executed as a single multi-agency platform to enable real-time information sharing across agencies, and it operates across 30 main and 15 back-up PSAP workstations with mobile command capability for field coordination. Atos has provided implementation, maintenance and ongoing evolution of the GEMMA platform since 2000, and the solution design emphasizes a robust, modern multi-agency architecture that adapts to integrated public safety control room requirements.
Governance and operational workflows were reshaped to support direct administration management, with a concentric workstation layout and supervisory oversight intended to maximize cross-agency collaboration and situational awareness. The implementation centralized emergency call taking, dispatch, supervision and resource coordination, improving communication paths between first responders, medical staff and command teams.
Reported outcomes tied to the deployment include increased agility, efficiency and service quality in a low density region and a transit corridor, a high level of integration between emergency response components, smooth secure real-time transfer of information and resource optimization, and significant savings in infrastructure and platform maintenance.
