The configuration removed the dependency on mandatory Word document uploads by enabling alternative application inputs and introduced a centralized dashboard to automate reporting and outbound communications. Functional capabilities implemented include dynamic question sets per vacancy, automated reports and email workflows, rapid shortlisting support, and administrative tools for quick career promotion changes via single-click actions.
Operational coverage encompassed the council recruitment function, hiring managers and cross-sector teams responsible for local authority hiring, supporting a whole team approach to candidate review and tracking. The Oleeo ATS solution was used to consolidate application data and reduce reliance on off-system trackers, providing a single source of truth for applicant status and shortlisting activity while maintaining role-specific application adaptations for diverse service areas.
Governance and process changes included standardizing application templates by job type, centralizing report generation, and routing candidate communications through the ATS to streamline recruiter and manager workflows. Measured outcomes reported by the council include candidate experience rated good, very good or excellent reaching 100 percent in May 2022, recognition as a finalist in an in-house recruitment award for candidate experience, and substantially reduced time spent preparing data and reports according to Kirklees recruitment leadership.
