The supplier was required to validate the vendor solution in a solution validation phase covering governance design, information security architecture, technical and non-technical prerequisites, and to provide end user training and an adoption model, including use of a champions network. Integrations and migration were explicit implementation signals, the programme required integration with the Council and ALMO finance landscape including short term integration to Integra and a planned integration to Oracle Fusion, and connectivity to Locata for allocations. The work also called out migration of data from Capita Academy, LiveLink EDMS, and Promaster where applicable, plus integration or replacement considerations for Clearview, Open Contractor, True Compliance, Deeplake, and DRS, all expected to expose API interfaces, with no middleware mandated. Reporting integration was specified to the corporate reporting tool and Power BI as part of ongoing reporting and analytics alignment. Governance and delivery expectations included mobilisation at contract signature, an initial 12 month programme for the HMS followed by a further six months for CRM, management of complex stakeholder relationships in a local government and ALMO environment, and remote collaboration using Microsoft Teams with periodic in-office activity at Laurence House. The procurement required the SI to demonstrate end-to-end housing journey implementations in live customer environments, verifiable integration experience with Line of Business systems in housing, and proven data migration capability from housing management and asset systems. The supplier was also required to provide ongoing support under a standard defined SLA. Procurement evaluation emphasized technical competence and price equally, with technical competence weighted at 40 percent, price at 40 percent, and cultural fit at 20 percent, and the ITT demanded delivery of a new resident and third party portal built on Microsoft technologies rather than reuse of the existing Verse One based resident portal. The programme scoped payment under a capped time and materials model and included explicit requirements for solution validation, training and adoption, and the ability to simplify the existing integration landscape while meeting the March 2023 operational deadline.
