In 2022 London Borough of Lewisham contracted for deployment of Microsoft Dynamics 365 for Housing Associations within its Real Estate Property Management estate, initiating a procurement to engage a Systems Integrator to deliver a pre-configured Dynamics 365 and Power Apps housing management and CRM platform. The programme targeted approximately 600 joint users across Lewisham Council and Lewisham Homes, with a latest mobilisation date of 2 May 2022 and an expected contract length of 24 months, and a mandatory HMS go-live deadline of March 2023 for the housing management system component.
The deployment scope specified Microsoft Dynamics 365 for Housing Associations as the core application and required implementation of core housing modules including general case management, anti-social behaviour, estates inspection, repairs, voids and lettings, complaints, leasehold management and service charge, arrears, rents and service charge payments, FOI and DPA workflows, members and MP enquiries, contractor and customer portals, plus asset management aligned to HACT data standards. The supplier was required to validate the vendor solution in a solution validation phase covering governance design, information security architecture, technical and non-technical prerequisites, and to provide end user training and an adoption model, including use of a champions network.
Integrations and migration were explicit implementation signals, the programme required integration with the Council and ALMO finance landscape including short term integration to Integra and a planned integration to Oracle Fusion, and connectivity to Locata for allocations. The work also called out migration of data from Capita Academy, LiveLink EDMS, and Promaster where applicable, plus integration or replacement considerations for Clearview, Open Contractor, True Compliance, Deeplake, and DRS, all expected to expose API interfaces, with no middleware mandated. Reporting integration was specified to the corporate reporting tool and Power BI as part of ongoing reporting and analytics alignment.
Governance and delivery expectations included mobilisation at contract signature, an initial 12 month programme for the HMS followed by a further six months for CRM, management of complex stakeholder relationships in a local government and ALMO environment, and remote collaboration using Microsoft Teams with periodic in-office activity at Laurence House.
