In 2007, Los Angeles Department of Water and Power implemented SAP ERP ECC 6.0. The SAP ERP ECC 6.0 deployment served LADWP as the central ERP Financial platform supporting core financial management, accounting workflows, and enterprise reporting for a large municipal utility serving more than four million residents and roughly 680,000 water meters.
The implementation centered on SAP ECC core financial modules and later formed part of a broader SAP stack that included SAP CRM and SAP BI modules. In concert with Trimble and IBM as the integration partner, Trimble eRespond was integrated with SAP CRM, SAP ECC, and SAP BI using standard interfaces to enable incident related data flows into enterprise financial and reporting processes.
Architecturally the integrated environment combined web services, Trimble eRespond's JMS adapter, and direct database connections to link SAP ERP ECC 6.0 with operational systems. The ecosystem included Esri ArcGIS for geospatial asset context, Oracle CC&B for customer care and billing, and IBM Maximo for asset management as supported by Trimble certifications, enabling spatially aware incident data to flow into enterprise accounting and BI processes.
Operational coverage tied finance, call center, and field operations together to support cost allocation, regulatory reporting, and coordinated response workflows. Later in 2013 LADWP implemented Trimble eRespond to merge separate incident systems and improve incident management and customer relations, with the integrated SAP ERP ECC 6.0 environment providing the financial and reporting backbone for those operational interactions.

In 2018, Los Angeles Department of Water and Power implemented Workday HCM to centralize Core HR functions across the utility’s 11,000 employees. The Workday HCM deployment targeted the organization’s core human resources footprint, establishing a single system of record for employee data and organizational structure.
Workday HCM was configured to support standard Core HR capabilities including centralized employee records, organizational and position management, manager self-service workflows, onboarding and HR case management, absence tracking, and role-based security and reporting. Configuration emphasized configurable business processes and workflow automation to align HR service delivery with municipal utility HR requirements.
The project included a data migration and cutover from Oracle PeopleSoft HCM, moving employee master data and organizational hierarchies into Workday HCM and consolidating Core HR governance into the new cloud platform. The architecture adopted a cloud-delivered Workday model to reduce on-premise HR application footprint and standardize data models across HR functions.
Governance and rollout were led by the internal Human Resources team, which supervised implementation activities and delivered manager and supervisor training coordinated with in-house management trainers. Training and change management workstreams focused on shifting transactional HR tasks into Workday HCM, establishing new HR operational procedures and role-based access controls for ongoing HR governance.

In 2015 Los Angeles Department of Water and Power implemented IBM Maximo for Enterprise Asset Management as a Maximo 7.X platform to standardize maintenance and asset record workflows across its utility operations. IBM Maximo was positioned to provide a systematic approach to maintaining, upgrading and operating physical assets, with explicit emphasis on work management and supply chain inventory controls to support maintenance processes and system reliability.
The implementation deployed core Maximo functional modules including Work Management, Work and Asset Management, and Supply Chain Services Inventory and Receiving. Work Management and Work and Asset Management components went live on September 18, 2015, and Supply Chain Services Inventory and Receiving went live on October 13, 2015, enabling structured work order lifecycles, centralized asset hierarchies, and inventory receipt and stocking workflows within the EAM platform.
The project engaged Total Resource Management, Inc under Agreement No. 47012, and was followed by Amendment No. 2 which extended the agreement term and funded further enhancements. The amendment extended the term to May 18, 2018 and increased the agreement total by 2.5 million dollars from 12,415,000 to 14,915,000, specifically to develop enhancements and make improvements to the deployed IBM Maximo application.
Governance activity focused on iterative enhancement and application stabilization rather than a single cutover, with contract amendments used to fund continued configuration and improvement work. The deployment scope centered on LADWP operational functions tied to maintenance, asset management and supply chain inventory processes, aligning IBM Maximo and Enterprise Asset Management capabilities with utility maintenance governance and lifecycle workflows.
