In 2019 Magellan Health implemented Oracle Cloud ERP as its ERP Financial platform, deploying Oracle Cloud ERP alongside Oracle OCI components to support cloud SaaS delivery and object storage. The implementation centered on core ERP Financial delivery while embedding HCM-facing configurations to align employee data and finance workflows.
Configuration work included extensive HCM Employee design and Oracle Cloud ERP configuration, covering key flexfields, descriptive flexfields, job codes, departments, positions, employee locations, worker types and Fast Formulas. Data conversion and load engineering used HDL and XML source generation, with HDL uploads to UCM and automated import load HDL jobs, and custom VBCS data entry pages were built and deployed via Sandbox to extend cloud SaaS user interfaces.
Integration architecture relied on Oracle Integration Cloud for daily updates and transactional interfaces, including employee data conversions from Workday to Oracle Cloud ERP, REST and SOAP services for targeted data fixes, and configured data sources with PGP keys and sFTP for inbound and outbound transfers. Custom persistence and procedural logic used ATPDB for custom tables and package procedures, and reporting and extract tooling referenced BICC and BIP components.
Governance and operational controls implemented granularity in Persona and User Access, segregation of duties controls, security policies, audit controls and roles and privileges as part of a User Risk Management cloud architecture. Operational scope emphasized HR and finance business functions, with ongoing remote support and configuration management for extracts, value sets and Fast Formula maintenance.

Sterling Background Check was used for core background verification workflows, including investigation of candidate background checks, verification of constituent pieces of a background report with Sterling Talent Solutions, initiation of drug screens for new candidates and creation of complete new hire packets. The HR coordinator role included daily auditing of data entered into Ultipro, processing ECRs, handling related emails and spreadsheets, and running, formatting and distributing reports to internal customers.
Operational coverage included integration points and handoffs between Sterling Background Check processes and Ultipro driven HR records, with staff responsible for ensuring documentation from screening was filed and matched to employee records. The implementation supported credentialing tasks, creation of acquisition employee files, and preparation of documentation required for external audits.
Governance and workflow changes centered on file room controls, audit readiness and onboarding timing, ensuring Magellan passed URAC audits by reviewing and obtaining necessary documents and ensuring new hires completed paperwork on time so their first paycheck was not delayed. Sterling Background Check functioned as the BackGround Screening system embedded in HR onboarding, compliance and credentialing operations.
