In 2009 the Ministry of Defence UK implemented Oracle E-Business Suite HRMS for the Service Personnel and Veterans Agency. The deployment established a Core HR platform to consolidate HR and payroll processing for SPVA operations supporting the UK armed forces.
The upgrade encompassed the core Oracle Joint Personnel Administration JPA system and extended HR and payroll functionality including pay and pensions processing. The implementation aligned Oracle E-Business Suite HRMS R12 configuration with large-scale payroll workflows and correspondence generation workflows. Work was delivered as part of a coordinated program of 12 separate projects covering infrastructure and applications, and included moving datacentres and upgrading extensive infrastructure.
CSC acted as the IT services supplier and implemented the technical upgrade and datacentre moves, executing the infrastructure and application cutover. Operational scope covered SPVA services that support pay, pensions and all other HR functions to the UK armed forces, servicing 900,000 personnel and veterans. The environment processes £10bn in payments and issues 3.8 million items of correspondence each year under Oracle E-Business Suite HRMS.
Governance for the rollout was delivered through the multi-project upgrade program and sustained by SPVA and CSC operational services that continue to support HR and payroll operations. A planned shutdown took place in August 2013 for just over a week to enable work on the upgraded environment.
