The implementation centralized invoice capture, invoice approval workflows, supplier master data controls, and payment scheduling within the Oracle Fusion Cloud Financials Accounts Payable application. Configuration work emphasized retention management for construction contracts, enabling the system to track 5% to 10% retention withholdings on school property capital works projects and to enforce 12 month retention release rules in line with the Construction Contracts Amendments Act 2015.
Operationally the deployment covered finance and procurement teams supporting school property capital works and routine ministry payments, and it was aligned with the Ministry requirement that cash and cash equivalents are managed for day to day cash operations and spent only within appropriations. Governance and operationalization focused on formalized administrator processes, scripted data extracts and inserts, and documented testing protocols, along with day to day administration in ticketing tools to support payroll and HR teams. Following the go live, HRIS and payroll teams continued coordinated change processes to align ongoing configuration, access governance, and collective employment agreement updates with SAP SuccessFactors Employee Central.
