In 2018 Montgomery County Public Schools implemented Oracle Cloud ERP as a central ERP Financial initiative. On October 9, 2018 the Board of Education approved Resolution No. 454-18 awarding $9,435,795 to Applications Software Technology, LLC for implementation services to upgrade the Oracle Financial Management System to the Oracle Enterprise Resource Planning Cloud and to implement the Oracle Enterprise Performance Management Cloud budget solution, together referred to as the Business Cloud Project.
The implementation encompassed Oracle Cloud ERP core financial capabilities, including general ledger, accounts payable, accounts receivable, and integrated budgeting through Oracle Enterprise Performance Management Cloud. Functional requirements explicitly included inventory management, cashiering, and treasury capabilities, and the project scope balanced ERP Financial transaction processing with district budgeting and financial planning workflows.
On February 25, 2019 the Board approved Resolution No. 163-19 to amend the original contract to include named third-party suppliers of hardware and software needed to meet the inventory management, cashiering, and treasury requirements specified in RFP No. 4455.1. That amendment formalized integrations between Oracle Cloud ERP, Oracle Enterprise Performance Management Cloud, and the supplemental hardware and software components required to operationalize cashiering at school sites and centralized treasury and inventory functions.
Governance for the implementation was administered through Board of Education contract resolutions, establishing the procurement and amendment approvals that governed the rollout and supplier scope.
