In 2008 the National Environment Agency implemented Oracle PeopleSoft ERP in an ERP Financial deployment to centralize finance and accounting operations within its Finance Department in Singapore. The implementation aligns with Finance Department activity documented between May 2007 and May 2008 where a Finance Executive operated PeopleSoft accounting software while performing core General Ledger responsibilities and month end closing tasks.
The Oracle PeopleSoft ERP implementation was configured to support General Ledger accounting workflows, month end closing activities, and monthly audit schedules. The deployment also covered management accounting capabilities reflected in the environment, including monthly variance analysis, annual budgeting and forecasting, product costing, and the compilation of statutory financial reports.
Operational coverage included financial accounting and inventory control processes, with PeopleSoft used in support of annual stock count audits and inventory control exercises. The Finance Department used the application to prepare monthly audit schedules and to coordinate statutory submissions, while finance staff liaised directly with external auditors on audit issues and compliance matters.
Governance changes emphasized structured month end close workflows and formalized audit schedules, integrating management accounting and reporting responsibilities into defined PeopleSoft processes. Staff competency in PeopleSoft accounting software was explicitly noted, supporting ongoing operational ownership of Oracle PeopleSoft ERP for ERP Financial functions.

| SAP | Legacy | SAP HCM (HR) | Core HR | HCM | n/a | 2010 | 2011 |
In 2010, National Environment Agency implemented SAP HCM (HR) as a Core HR system to centralize personnel records and rewards management across the statutory board. The deployment covered an employee population of roughly 3,000 including daily rated workers, research scientists and professional staff, and focused on standardizing compensation and benefits processes.
Configuration concentrated on SAP HCM (HR) modules supporting compensation and benefits administration, rewards management workflows, and awards nomination processes. Implementation activities included a comprehensive clean-up of HR master data in SAP HCM to align system fields with updated compensation and benefits policy, and training new HR executives to perform compensation analysis and operationalize the new framework.
Operational integrations included managed interaction with the shared services agent Vital.org with periodic Service Level Agreement reviews to align transactional HR services. Governance and approval workflows were instrumented to reflect NEA decision paths, routing approvals to the CEO and directors board and embedding consultation steps for stakeholder and union engagement.
Policy and compliance controls were implemented to ensure changes conformed with the Employment Act, Work Injury Compensation Act, CPF regulations and relevant Civil Service and Statutory Board frameworks. Explicit outcomes recorded during the program included the establishment of a new compensation and benefits review framework, completion of a benefits package review, and completion of the SAP HR system clean-up to enforce consistency between policy and system configuration.

| Zoom Video Communications | Legacy | Zoom | Audio Video and Web Conferencing | Collaboration | n/a | 2020 | 2020 |
In 2020, the National Environment Agency deployed Zoom as its Audio Video and Web Conferencing platform to sustain client meetings and operational coordination during the circuit breaker period. The deployment centered on Zoom Cloud Meetings to handle scheduled and ad hoc conferencing for data review sessions, stakeholder briefings, and remote coordination across operational teams.
Configuration focused on meeting orchestration capabilities common to Audio Video and Web Conferencing deployments, including host controls, participant management, recording for audit and review, and meeting scheduling for cross‑functional data review. Zoom was used alongside EDMA administration access management to enable remote teams to conduct hydrofluorocarbon data survey reviews, data analysis, and statistical collection workflows while supporting data verification and submission from external clients.
Operational coverage included a field deployment at Toa Payoh HDB Hub under the Hawker Centre Divisions, where Zoom meetings coordinated logistics and real time communications for Safe Distance Enforcement Officers and Ambassadors. The project also included a locally created SGClean mobile app to facilitate logistics administration, with Zoom providing the primary virtual collaboration layer for coordination between NEA staff, field personnel, and external clients.
Governance and operational processes were structured around the April 2020 to December 2020 engagement term, with Zoom used to run meeting conferencing for contract activities that included managing EDMA administration access, hydrofluorocarbon data survey management, and support for client data submissions. Administrative controls and meeting governance were emphasized to maintain secure, auditable collaboration while operational teams shifted routine coordination to the Zoom platform.
