In 2023, NJ Transit implemented Oracle Cloud ERP as its primary ERP Financial application, advancing a focused modernization of enterprise financial operations. The program explicitly targeted Procure to Pay workflows with a concentration on Accounts Payable, and it transitioned functional ownership from the previously running Oracle E-Business Suite to Oracle Cloud ERP at the enterprise level.
The implementation centered on Accounts Payable and P2P functional modules, including invoice capture and validation, AP configuration and approvals, supplier invoicing workflows, and financial reporting capabilities. NJ Transit documented existing AP workflows, developed required workflow changes for Oracle Cloud ERP, and enforced AP system configurations and upgrades to align with industry best practices and organizational requirements. Oracle Cloud ERP was positioned to provide Oracle Fusion aligned AP functionality, and Oracle Fusion Financials experience and certification were identified as preferred qualifications for functional leadership.
Operational coordination was managed across IT, outside consultants, and business user departments to gather requirements, perform in depth business and system analysis of P2P, and to support data migration activities from Oracle E-Business Suite to Oracle Cloud ERP. The implementation included provisions for interdepartmental financial support, ad hoc reporting, data analysis, and troubleshooting to stabilize AP operations during cutover and initial operations.
Governance and rollout responsibilities were assigned to roles that liaise with IT and user departments, including oversight of documentation, change control for AP configurations, and communications to assess user needs and close process gaps. The project plan called for identification of problem areas such as staffing needs and critical coordination points, iterative modification of execution plans to address changing conditions, and concurrent management of multiple project streams while maintaining Accounts Payable operational continuity.

The Oracle Cloud HCM implementation concentrated on Core HR capabilities including employee records and workforce administration, benefits administration and Total Rewards, compensation configuration, talent management, and the foundational services for learning and employee engagement. Configuration work emphasized occupational health workflows, EAP management, and talent management processes, while the program initiated a separate LMS and employee engagement application to extend learning and engagement functionality.
The Oracle Cloud HCM program ran in parallel with a successful electronic medical records EMR rollout, aligning HR, occupational health, and benefits process design across Rail Operations and corporate departments. The rollout supported Talent Acquisition SOP updates and coordinated requirements with Medical Services and Total Rewards to harmonize employee health, benefits enrollment, and talent workflows.
Governance was led by the Deputy Chief Human Resources Officer, with oversight from five Directors and a team of roughly 50 direct reports managing deployment, change control, and operational handoff. The implementation established centralized HR governance for benefits, medical services, EAP, talent management, and learning and development, and it set the organizational groundwork that ties into NJ Transit’s North American Regional Training Centre collaboration with Rutgers University and UITP.

Integrations and toolchain choices were explicit, the environment architecture spanned AWS Env and Google GCP Env, and development and analytics workflows used Python and R alongside TensorFlow, while BI consumption was planned through PowerBI. Operational scope emphasized enterprise analytics domains within NJ Transit and direct support to data science and analytics teams rather than siloed departmental pilots.
Governance and rollout activities centered on defining the future state enterprise data and analytics architecture, executing POCs between AWS and GCP environments, and prescribing design patterns and interface standards to ensure a reliable and scalable platform for ML and Data Science Platforms use cases.
