In 2018 Nottingham City Council implemented Oracle Cloud HCM as part of an Oracle Fusion deployment that brought finance, procurement and HR into a single cloud environment, categorized under Core HR. The programme was delivered with implementation partner Evosys and covered city operations in Greater Nottingham for an organisation of approximately 6,879 employees, with explicit alignment to finance, procurement and HR business functions.
Implementation work concentrated on Procure to Pay modules within Oracle Cloud HCM, including configuration of Self-Service Procurement, new handling for non-invoiced payments and the design of procurement workflows. The project team led configuration activities, produced a complete set of user guides, and created the procedural documentation required to operate the new modules and workflows.
The rollout included cutover and data migration activities from Oracle Release 12 E-Business System into Oracle Fusion, integrating finance and procurement transaction processing into the Oracle Cloud HCM environment to unify payment and supplier invoice workflows. A remote training course on the Self-Service Procurement system was designed and delivered to over 300 users, accompanied by ongoing support tools and communications to embed new user behaviour.
Governance was structured around a Procure to Pay workstream with a Business Change Lead responsible for stakeholder communications, cutover coordination and operational readiness. Process changes implemented as part of the programme included a No PO, no Pay policy across Nottingham City Council and a redesigned process for one off ad hoc payments, with rollout managed as a fixed term programme supported by Evosys.

The deployment centered on Freshdesk Messaging within a Freshdesk Omnichannel configuration, with core modules including chatbot-led self-help, a published knowledge base, canned responses, automations, ticket prioritization rules, and built-in analytics. The team configured over 100 FAQ articles during the initial go-live phase and used Freshdesk Messaging to surface guided journeys and automated replies that reduced agent touchpoints and standardized first contact responses.
Operationally the solution was aligned to integrate with recently implemented finance, HR, and payroll systems, and to prevent siloed tooling by consolidating channels into a unified conversational layer. The rollout covered East Midlands Shared Services customers and partners, supporting a diverse constituency that includes 380 plus commercial customers, around 15,000 staff across partner organizations, and tens of thousands of supplier and payslip records for schools and pension services.
Governance and adoption relied on internal champions, Freshworks delivered training sessions, and volunteers helped onboard partners and end-users to the portal. Outcomes documented by the program included rapid six week go-live execution, expanded automation counts to more than 100 rules, 15,000 plus knowledge base views in the first year, reduced reliance on phone and email channels, improved agent adoption, and a documented 20 percent reduction in service desk headcount alongside lower overtime expense.
