In 2022, Penn State Health deployed Sterling Background Check to support HR onboarding and compliance activities. The Sterling Background Check implementation is cataloged under BackGround Screening and was applied to candidate vetting and prehire clearance workflows.
Operational configuration focused on background checks, driving record verification, FBI and child abuse clearances, and drug screening result management within the Sterling Background Check environment. Staff used I-9 Tracker alongside Sterling Background Check to complete I-9 documentation and to surface clearance and screening status during prehire processing, with capabilities aligned to status tracking and documentation review common to BackGround Screening systems.
The deployment was exercised at the Hershey, PA site by HR Coordinators and engaged hiring managers for eligibility and start-date decisions. Communication and case follow up relied on phone, email, and instant messaging to resolve outstanding documentation and screening items.
Governance emphasized documented verification workflows, with HR Coordinators reviewing candidate resumes against job postings and confirming that FBI checks, child abuse clearances, driving records, and drug screens were current and valid before authorizing onboarding steps. The implementation centralized access to clearance artifacts and created a repeatable prehire review process across HR and hiring manager stakeholders.

| eClinicalWorks | Legacy | eClinicalWorks Cloud EHR | Electronic Health Record | ERP Services and Operations | n/a | 2020 | 2021 |
In 2020, Penn State Health deployed eClinicalWorks Cloud EHR as an Electronic Health Record across new hospital and ambulatory assets. The implementation covered the new 120 plus bed Hampden Medical Center and the onboarding of Holy Spirit Hospital following acquisition, in addition to specialty physician offices including ENT, Oncology, Pulmonology, Women’s Health, Imaging, and primary care practices.
The eClinicalWorks Cloud EHR configuration centered on core clinical documentation and ambulatory workflows, provider scheduling and patient access tooling, and extension of telehealth services for multiple specialist lines. Implementation work included capacity planning and configuration to support both inpatient and outpatient clinical operations consistent with Electronic Health Record functional patterns.
Architecturally the program operated as a cloud EHR deployment integrated into Penn State Health IT infrastructure, while retaining on premises servers for domain services, database hosting, EMR related servers, and specialized software used to sustain medical equipment. The IT team assisted with management and migration activities involving multiple EMR platforms including eClinicalWorks, Cerner, AllScripts, and Epic, and monitored on premises systems alongside cloud provisioning to support hybrid operational needs.
Governance and rollout were driven by IT led HIPAA risk assessments, development of IT policies and procedures, and coordinated contractor management for hardware and software implementations. The initiative tied into merger and acquisition onboarding processes and required collaboration with IT executive staff to align patient experience improvements, practice onboarding, and departmental operations across Pulmonary, Critical Care, Oncology, Women’s Health, and Orthopedics.

In 2017, Penn State Health implemented nThrive Healthcare Contract Management, deploying a Contract Lifecycle Management application to support enterprise contracting tied into its revenue operations. The nThrive Healthcare Contract Management deployment was executed alongside a broader Cerner Revenue Cycle suite rollout, covering two hospitals and 55 ambulatory clinics, and explicitly linked contracting workflows to patient billing and coding streams.
The implementation focused on core Contract Lifecycle Management capabilities, including a centralized contract repository, structured rate table and payer term management, contract abstraction for revenue rules, and configurable approval workflows for payer and provider agreements. nThrive Healthcare Contract Management was configured to manage contracting lifecycles and operationalize rate logic that informs downstream claims and billing processes.
Integration architecture included direct operational connections with Cerner’s Revenue Cycle suite, bidirectional exchanges with nThrive Claim Management, and integration with Optum for coding management. These integrations were designed to ensure contract terms and payer rate logic propagated into claims adjudication and coding validation, aligning contract-derived payment rules with billing and coding engines.
Governance and rollout were coordinated with the revenue cycle program covering hospital and clinic sites, embedding contract administration into billing, claims, and coding governance. The program emphasized process alignment between contract administration teams and revenue cycle operations to ensure consistent application of payer terms across claims processing and coding workflows.
