In 2015, PSA Finance France implemented Opencell Billing Platform as part of the Mobility Pass project. The Opencell Billing Platform was deployed as the Subscription and Recurring Billing solution across Banque PSA Finance joint ventures in France, Spain, Italy, Germany and the UK, supporting commercial offers for LOA, Leasing and LLD.
The implementation emphasized functional design and configuration, with a consultant AMOA acting as functional coordinator between the OPENCELL editor and the businesses. Activities included collection and formalization of business needs, analysis and proposal of functional solutions, and drafting of detailed functional specifications, followed by parameterization of the Opencell Billing Platform and functional qualification testing.
The technical environment listed during the rollout included OPENCELL, EKIP, JIRA, ASSEMBLA and SQL Server, which were used to manage development tasks, issue tracking and data persistence for billing flows. Operational coverage explicitly spanned Marketing, Digital and Accounting as core business functions, aligning billing product configuration to banking and finance processes.
Governance and operationalization were delivered through steering and monitoring of vendor deliverables, definition and implementation of action plans for anomaly resolution, user acceptance testing management and change management activities including training, user assistance and drafting of operating procedures. The program concluded with a formal transfer of skills to ATOS teams who assumed TMA responsibility, ensuring ongoing operational support.

Collaboration touchpoints were formalized between the publisher, industrializers and operational teams to coordinate testing, defect resolution and handover to run operations.
Governance for the rollout relied on IT AMOA consulting support acting as the primary point of contact with the publisher, coordinating industrializers and key users, and leading change management activities. Oversight responsibilities included UAT execution, training of key users, and follow-up on run testing to stabilize the Sofico Miles Enterprise environment.
