In 2017, the Queensland Dept Of Science Information Technology Innovation & Arts implemented SAP ERP ECC 6.0 as an ERP Financial initiative to consolidate financial management across agency stakeholders. The program was scoped as a predominantly technical upgrade and greenfield build covering SAP NetWeaver 2004 to 7.4, SAP Basis and Kernel 640 to 740, ECC5.0 to ECC6.0, SAP GRC 10.0 to 10.1, a greenfield SAP Solution Manager 7.2, SAP Portal 7.4 and Process Orchestration 7.5, and an infrastructure platform change from HP Unix to Windows SQL.
SAP ERP ECC 6.0 was configured to deliver core ERP Financial capabilities and 43 targeted functional optimisations, with the implementation including governance and compliance controls via SAP GRC. The project produced Business Blueprint Impact Assessment Documents and specialist product configurations to align financial management, procurement and compliance workflows with agency requirements.
Deployment architecture combined the new Windows SQL infrastructure with greenfield Solution Manager, Portal and Process Orchestration components to support application lifecycle management, user access and process orchestration. Operational coverage focused on finance related functions across multiple agencies represented on the project board, with program activities coordinated from Brisbane, Australia.
Delivery followed PRINCE2 with Accelerated SAP to structure specialist stages, and governance was formalized through a project board that included 20 Agency Chief Finance Officers and 2 Senior Suppliers plus technical and agency reference groups. Testing and training strategies were developed and executed, resulting in 148 approved project documents and more than 25,000 tests over seven months, including unit testing, system integration testing, penetration, performance and disaster recovery testing.
The program reached successful go live within defined time and budget tolerances, with no open defects at the start of technical cutover and only very minor defects during heightened support. SAP ERP ECC 6.0 now underpins the department's ERP Financial operations with strengthened controls and an infrastructure platform aligned to Windows SQL.

Aurion Payroll was used to manage end to end payroll workflows, including roster creation, wages time-sheet entry, exception processing for salaried employees, and the transactional data entry required for payroll runs. Configuration work focused on payroll calculation and disbursement workflows and operationalizing data entry processes to support high-volume, recurring pay cycles consistent with public sector payroll requirements.
Operational governance incorporated a supervisory structure and ongoing training, the payroll office supervised over 20 staff members and maintained staff knowledge through training and support activities. Day to day responsibilities included face to face liaison with clients and stakeholders, hands-on payroll data entry, and exception handling workflows, which embedded new procedural controls and operational standards around payroll administration.
The project team retained operational familiarity with multiple payroll systems, with staff explicitly experienced in both Aurion and SAP, supporting cross-system payroll domain knowledge within the payroll function. The Aurion Payroll implementation therefore aligned application capabilities with established payroll staffing, training, and stakeholder engagement practices in the Queensland government context.

Custom business logic and automation were implemented through Azure serverless components including Azure Functions and Logic Apps, while front end user experiences were built with Angular using TypeScript HTML and SCSS to deliver service portals and internal case handling screens.
Integrations were structured through Azure API Management and a microservices layer hosted on Service Fabric to expose transactional APIs and enforce security with Key Vault. Data warehousing and reporting were delivered via SQL Server with SSRS for operational reports and SSIS plus KingswaySoft for ETL and data synchronization to CRM, enabling reconciled permit and contact data across systems.
Platform governance and delivery practices emphasized infrastructure as code and CI CD through DevOps, repository design with GIT workflows, ARM templates and YAML pipelines for automated provisioning and releases. Quality and reliability were supported by automated testing including unit testing frameworks for .NET Core and FakeXrmEasy and automated UI tests using Selenium and EasyRepro, aligning development operations with the Customer Engagement application and departmental operational processes.
