In 2014, Republic Polytechnic implemented Oracle E-Business Suite as its ERP Financial platform. The deployment was scoped to the Office of Finance to support continuing education training CET operations and project-funded activities, with configuration to handle refund and collection workflows and monthly financial closing.
Functional configuration emphasized the Project module for creation of project codes and budget controls, accounts payable processing through expenditure batches using Oracle R12, and fixed assets interfacing for capitalized projects. Republic Polytechnic used Oracle E-Business Suite to prepare income and expenditure statements for completed CET programs, compile TPV and expense details for EOM EOE and OOE categories, and perform project clearing account reclassification when external grants were disbursed.
Integrations and operational coverage included AP to Fixed Assets interfacing via the project module, and generation of input GST reports within Oracle with reconciliation schedules for monthly GST reporting and verification. The implementation covered CET and AEM course finance, industry and research projects such as Innovation and Translational TIF, R&D, NRF, Tote Board, NEA, and SPRING funded projects, with finance providing grant utilization rates to project leaders for scheduled analysis.
Governance and process changes centered on standardized project code creation, budget control setup by finance staff, PSEA submissions to the Ministry of Education with journalized fund accounting, and finance team involvement in user acceptance testing for the OASIS Project Fund CET system. The solution was provisioned as a cloud SaaS Workday HCM tenant with role based security, configurable approval workflows and administrative configuration controls governed by the Office of Human Resources. Governance arrangements focused on workflow ownership for learning and development, approval routing for training and overseas travel tied to L&D, and operational responsibilities for training administration and competency development.
