In 2019 Rice University began moving its Finance and HR systems to Oracle Cloud ERP as part of the imagineOne program. The implementation replaces Oracle PeopleSoft ERP and consolidates human resources, financials, procurement and related reporting into a single cloud-based platform.
Oracle Cloud ERP is being configured to deliver ERP Financial functionality across core financial management and human capital processes, including general ledger consolidation, accounts payable and accounts receivable, procure-to-pay workflows and integrated HR records and reporting. The deployment emphasizes modular configuration and process automation to standardize workflows across finance and HR functions.
The cloud deployment is hosted on Oracle Cloud and is intended to integrate campus finance, HR and procurement units with centralized reporting and analytics, enabling unified transactional processing and institutional reporting across the Rice community. Integrations are focused on connecting operational administrative systems and reporting feeds used by departments and central offices.
Governance for imagineOne was formalized with a project launch on January 15, 2020, with objectives to streamline business processes and improve the end-user experience while enabling continuous evolution of capabilities. Rice University implemented Oracle Cloud ERP in the ERP Financial category to support finance and HR business functions through centralized process controls, standardized workflows and consolidated reporting.

| Oracle | Legacy | Oracle Cloud HCM | Core HR | HCM | n/a | 2019 | 2020 |
In 2019, Rice University implemented Oracle Cloud HCM to consolidate Core HR capabilities across its enterprise environment. The implementation centered on Oracle Cloud HCM as the primary application for Core HR, positioning the university to centralize employee records, organizational hierarchies, and position and workforce data in a single cloud service.
Project delivery emphasized Oracle Cloud configuration, data conversion, security design, and life cycle testing, with explicit governance over business process reengineering and change management. Susan Garland served as a project advisor to Rice University's Oracle Cloud ERP HCM implementation and brought experience in RFI and RFP development, functional solution architecture, applications development, conversion activities, and the design and delivery of change management, which informed configuration decisions and testing strategies.
Operational scope for the rollout was enterprise wide, engaging stakeholders across technology and business functions and following a structured delivery lifecycle and project management approach. Governance practices documented during the engagement included stakeholder management, program-level delivery oversight, and staged testing and conversion controls, aligning Oracle Cloud HCM configuration with Rice University human resources processes and organizational requirements.

In 2015, Rice University implemented Ellucian Banner ERP. Ellucian Banner ERP serves as the Student ERP in Rice University’s Education ERP footprint, providing the primary system of record for student information and access control across student systems.
The implementation emphasizes identity and access management for student records, with a Security Administrator responsible for provisioning and disabling accounts, managing role assignments, and executing role validation. Access requests are interpreted against system configuration, routed to appropriate departments for approval, and implemented through established procedures using online forms and an SQL database, while SQL scripting is used to generate operational reports for functional departments.
Operational coverage centers on Student Systems and the day-to-day information security operations that support them, including enforcement of HIPAA and FERPA confidentiality protocols in the maintenance of person records. The team participates in all testing activities, executes validation testing of new or changed roles, and checks the Ellucian vendor portal for periodic updates and patches, coordinating maintenance with administrative teams.
Governance is structured around an annual security review process and audit support, with routine system audits for user access and mechanisms to ensure data integrity and prevent inappropriate disclosure of data. The Security Administrator role also resolves access problems, provides audit information to management and external resources, and assists in implementing the Information Security Strategic Plan to align application access permissions and compliance workflows.
