In 2014 Royal Air Force (RAF) implemented Oracle E-Business Suite as an ERP Financial application for the Royal Air Force Training Group Defence Agency. The deployment centralized financial operations for TGDA onto a single central server at Innsworth and provided web based intranet access across its colleges and business units, supporting a mixed military and non military employee base. The implementation delivered core Financials capabilities including General Ledger, Oracle Express Objects, Oracle Database and Oracle Internet Application Server, and made use of Oracle Financials and Financial Analyzer for OLAP reporting and model building. Configuration emphasized corporate grade ledger structures, consolidated spend and forecast tracking, and web enabled reporting so managers could build analytics and graphics directly from the central database. Operational processes were reengineered to produce a quarterly Forecast of Outturn and to compile cross Agency accounts for Government submission, aligning financial reporting with the UK Defence CAPITAL framework. Authorized users accessed consolidated corporate information via the intranet and standard web browsers, enabling executives and managers to assess up to the minute performance and analyze financial and operational statistics. The rollout replaced nine distributed servers with a single web based server, enabling centralised upgrades and reducing replicated maintenance across sites. Oracle Consulting Services supported configuration and deployment activities as described, and the consolidated architecture reduced system maintenance and upgrade effort while enabling faster compilation of Agency accounts.

Operational scope covered joint RN and RAF recruiting functions, supporting 180,000 annual expressions of interest, approximately 60,000 applications and an annual hiring target of up to 8,500 service personnel, while replacing manual processes performed by nearly 600 personnel working across 48 UK Armed Forces Careers Offices. The platform was designed so RN and RAF recruiters can carry out future application changes using low-code tools, enabling updates to be implemented in hours or days. SiXworks was appointed as the implementation partner and provided Programme Management Office responsibilities for application delivery, while RAF and RN recruiting teams maintained hands-on involvement in design and rollout. Stated outcomes from the deployment include significantly reduced recruitment cycles, increased process insights via reporting analytics to drive candidate proactivity and recruiting agility, and an expected increase in candidate persistence and diversity within the Royal Air Force.
