Deployment centered on two complementary interviewing modes, with Shine Live Video Interviewing first configured for two way live interviews that could be recorded in a fully branded, secure environment, and subsequently extended to include pre recorded sift interviews. Configuration emphasized secure recording, candidate branding, and supervision features, delivered to meet Ministry of Defence security and compliance requirements and to provide remote assurance during assessments. The service was contracted using the G Cloud to meet procurement and compliance constraints, and the platform was rolled out across Royal Navy recruitment operations serving domestic and international candidate pools from the United Kingdom and the Commonwealth. Adoption metrics reported include more than 11,000 applicants invited through the platform with over 8,500 completions, and within the first six months a 140 percent increase in completed candidate interviews compared with the prior year, alongside a stated increase in candidate satisfaction to 78 percent. Governance incorporated structured user and candidate feedback loops to refine procedures, and operational controls were added to support enhanced supervision and remote assurance of interview quality. The Royal Navy continues to operate both live and pre recorded video interviewing elements across its recruitment organisation, reporting reduced recruiter effort, reduced time to hire, and continued exploration of capability growth, while being recognized through an industry shortlist for impact and transformation.

Governance was tied to existing supervisory roles, with a Deputy Unit Establishments Administrator responsible for OBIEE reports administration and for enforcing access to restricted files. The platform underpinned procedural workflows such as expense auditing, travel booking oversight, and disciplinary case finalization, providing audit trails and centralized report controls to support those governance responsibilities.
