In 2015 Rural Electric implemented Viewpoint Spectrum as its Construction ERP to centralize project accounting, billing, payroll support, human resources administration, safety training coordination, and office operations. The deployment placed Viewpoint Spectrum at the center of finance and field workflows, aligning project controls and back office functions under a single application platform for construction accounting and job cost tracking.
Project accounting configuration focused on budget and phase code management to track costs and moved budgets between phase codes when necessary, accounting for and billing stored materials on the jobsite. The Project Accountant used Viewpoint Spectrum to generate pay applications using the percentage completed method and the quantity installed method, enter change orders, and process time and material invoices. Accounts Payable workflows were implemented in Spectrum to enter and receive invoices, scan and upload invoice images, create and onboard new vendors, prepare conditional and unconditional lien waivers, generate 1099 documents, and reconcile and code multiple company credit card statements. Accounts Receivable and cash handling processes were run through Spectrum with batched desktop deposits and customer collections activities documented in the system.
Spectrum was integrated operationally with Procore for submittal management, the Project Coordinator researching and entering submittals through Procore and Spectrum and creating import templates to move data from Procore into Viewpoint Spectrum. Safety training was provisioned using PureSafety as the online training tool alongside Spectrum based administration. Field operations were supported by daily reports documented by field laborers and entered into Spectrum for submission to general contractors and owners, tying jobsite activity to project cost and billing workflows.
Governance centered on defined role responsibilities, with Project Accountant, Project Coordinator, Accounts Payable, Accounts Receivable, Human Resources, Payroll Assistant, Assistant Safety Administrator, and Office Coordinator duties formalized in Spectrum-driven processes. Process controls included standardized import templates for Procore data, documented procedures for lien waiver and 1099 generation, reconciliations for credit card statements, and training programs for payroll entry accuracy. The Project Coordinator also established plan and specification review priorities to ensure long lead time submittals were completed ahead of schedule.
Operationally the implementation relied on Spectrum for document imaging, job cost tracking, pay application generation, and centralized entry of invoices, deposits, and payroll-related records. Ongoing manual data entry and reconciliation tasks remained part of daily operations, with Spectrum serving as the authoritative record for budgets, phase codes, submittals, and billing documentation.
