In 2014 Safaricom implemented Oracle E-Business Suite as an ERP Financial platform, executing an 18 months program organized into three phases. Phase I went live in September 2014 and delivered core transactional capabilities, while Phase II remained ongoing with Oracle Incentives Compensation, Advanced Mobile Supply Chain and Demantra slated for a May 2015 go-live.
Phase I delivery of Oracle E-Business Suite R12 included Finance, HR, Supply Chain Management, Warehousing, Project Management, Fixed Assets and Enterprise Asset Management, Governance Risk and Compliance, Oracle Identity Management and an Oracle SOA layer. The program included formalized data migration workstreams, with named roles including Technical Delivery Manager, Data Migration Lead and an alternate Business Analyst driving cutover, data validation and post-go-live stabilization activities.
A parallel Oracle Retail system implementation was delivered and integrated to Oracle E-Business Suite, covering ORCO, ORPOS, ORBO and SIM components. That retail delivery included hardware sizing and selection, vendor selection, level 2 technical and functional design, end to end testing including system integration testing and user acceptance testing, data migration, cutover and post-go-live support, with 40 retail stores brought into the retail footprint in March 2014.
Early program planning and architecture work was executed as a Phase 0 roadmap and level 2 design engagement with IBM in March 2013, and selection activities for the Oracle Retail solution included development of evaluation criteria, requirements definition and benchmarking visits to Oracle UK and Vodafone Romania in September 2012. Operational scope for the initiative spanned finance, HR, supply chain and retail operations, with governance formalized through technical delivery and subject matter lead roles to coordinate configuration, testing and deployment across sites.

In 2021, Safaricom implemented Oracle Cloud HCM. The deployment was executed as part of a broader Oracle Fusion Cloud selection that also included ERP, SCM, and Procurement to increase employee and supplier engagement and to deliver timely and relevant business insights and a consistent user experience across the organization.
Oracle Cloud HCM was provisioned as the Core HR layer, centralizing workforce records, organizational modeling, position and job structures, and employee lifecycle data. The implementation encompassed common Core HR functional capabilities including workforce administration, absence and time management, talent and performance modules, and configuration of role-based access and security to support HR transactional workflows.
The Oracle Cloud HCM implementation was integrated with the concurrently selected Oracle Fusion Cloud ERP, SCM, and Procurement suites, creating a unified data model to support shared master data and cross-suite business processes. The deployment used cloud-native Oracle Fusion architecture to enable cross-functional data flows between HR and finance and supplier processes, aligning HR master data with payroll and vendor engagement systems in the Oracle ecosystem.
Governance focused on standardizing HR processes and consolidating employee data to enable consistent user experience and reporting, with rollout targeted to Safaricom’s HR organization serving 6,230 employees in Kenya. The stated objective of the program was to increase employee and supplier engagement and operational efficiency by delivering timely business insights and a consistent user experience through Oracle Cloud HCM and the integrated Oracle Fusion Cloud suites.

The Oracle Retail Central Office work was executed alongside a multi phase enterprise program that included Oracle E-Business Suite R12, with core EBS modules going live in September 2014 and Phase II retail planning and mobile supply chain activities targeted for May 2015.
The implementation covered Oracle Retail Central Office modules including ORCO, ORPOS, ORBO and SIM, with configuration focused on retail master data, merchandising, pricing, and point of sale orchestration. Technical delivery responsibilities included hardware sizing and selection, vendor evaluation, technical design artifacts, data migration leadership, and structured testing across system integration testing and user acceptance testing, followed by cutover execution and post go live support.
Integration architecture explicitly linked Oracle Retail components to Oracle E-Business Suite R12 and other enterprise applications to synchronize retail transactions with finance, supply chain and fixed asset ledgers. The broader EBS scope implemented in the program included Finance, HR, Supply Chain Management, Warehousing, Project Management, Fixed Assets and EAM, Governance Risk and Compliance, Oracle Identity Management and Oracle SOA, while Phase II planned to integrate Incentive Compensation, Advanced Mobile Supply Chain and Demantra for advanced planning.
Program governance was staged, beginning with a Phase 0 technical planning engagement with IBM in March 2013 that produced roadmap, planning and level 2 design deliverables.
