In 2019 Sandwell Council agreed to replace Oracle E-Business Suite and committed to implementing Oracle Cloud ERP as its ERP Financial solution to support core Finance, Human Resources, Payroll and Procurement functions. The council identified Oracle Corporation UK Ltd as the vendor and pursued a negotiated procurement route under the Public Contracts Regulation 2015, publishing a voluntary ex ante notice and securing Cabinet approval on 9 October 2019.
The implementation scope centered on configuring Oracle Cloud ERP to cover financial management, procurement, payroll and HR modules that were previously delivered by Oracle E-Business Suite. The project preserved the requirement to serve maintained schools in the borough, Sandwell Children’s Trust and West Midlands Fire Service, so functional configuration and data migration planning explicitly targeted multi-entity financial consolidation, payroll feeds and supplier procurement workflows.
Operationally the deployment was structured as a cloud hosted Oracle Cloud ERP provision, with Inoapps appointed as implementation partner using the Crown Commercial Services framework. Inoapps had provided managed services to the council since July 2016 and held platinum Oracle partner status, and the council contracted Inoapps for implementation services at a value of £1.2m, aligning partner delivery with the council’s existing managed service arrangements.
Governance and commercial terms were documented up front, the Oracle contract was set for five years with an option to extend to seven years at a rate of £700k per annum, and the overall five year project cost including implementation partner fees was estimated at £5.64m. The timetable experienced repeated delays and the new Oracle Cloud ERP implementation will not go live before Oracle E-Business Suite becomes unsupported from 31 December 2021, creating a critical program timing risk for the council.

In 2019 Sandwell Council implemented Oracle Cloud HCM Absence Management as part of a broader Oracle Cloud Fusion HCM and Finance greenfield program. The implementation used Oracle Cloud HCM 13 19d and explicitly covered Core HR, Payroll, Absences, Cloud Recruiting and SLA capabilities, aligning the absence capability with the council’s Absence and Leave Management requirements. The deployment narrative positions Oracle Cloud HCM Absence Management within a cloud-first, enterprise HCM architecture for public sector payroll and HR administration.
The configuration work included detailed functional solution design blueprints and technical design documentation, with a pre-fit GAP analysis to align Cloud HCM configurations to council requirements. Design activities addressed Enterprise structure and Legal Entity modeling, PSU, LDG and TRU information setup, and absence rules configuration consistent with public sector payroll needs. Workshops produced TO-BE process models derived from AS-IS reviews to inform absence policy mapping and automated leave workflows.
Integrations and transformation tasks included a review and analysis of the existing eBusiness R12.1.3 Oracle HRMS environment, and translating required HR and payroll constructs into Cloud HCM constructs. The scope encompassed Council and Fire Services operational coverage within the United Kingdom, with an implementation window running from November 2019 to February 2020. Solution testing cycles included product demos and conference room pilots to validate absence accrual, absence booking, and payroll interfacing scenarios.
Governance and rollout were structured around requirements and design workshops, CRP sessions, and documented solution blueprints to support change control and future operational governance. The program emphasized mapping requirements to configuration, producing detailed functional and technical artifacts for HR, Payroll and Finance business users. Execution focused on embedding Oracle Cloud HCM Absence Management into the council’s HR operating model while preserving payroll integration and public sector compliance constructs.
