In 2016 Singapore Police Force selected and began implementation of SAP S/4 HANA as its ERP Financial application, replacing an existing Oracle E-Business Suite instance. The program deployed SAP BASIS, GRC, FI‑CO, MM and BW modules and added mobile SAP Fiori apps; core project activity ran from January 2016 through September 2017 under a dedicated project manager. The rollout extended SAP across all Home Team agencies — Immigration & Checkpoint Authority, Singapore Civil Defence Force, Singapore Prison Service, Central Narcotics Bureau and Ministry of Home Affairs — covering approximately 3,000 SAP users and standardizing financial and procurement functions across agencies. The project manager led scoping and vendor review, managed third‑party vendors, mentored a four‑person team, and directed stakeholder engagement, risk mitigation and change control to keep delivery on schedule, within scope and within budget.

The system provided a single authoritative store for regular staff and Police National Servicemen personnel data.
Configuration and operational use included maintenance of HR data by manpower officers to manage Police National Servicemen recall scheduling, tracking of NSmen reporting for recalls, and administration of welfare and deployment requirements for major security events such as Shangri-La Dialogue and National Day Parade. Workflows were instrumented to route manpower requests and approvals through division manpower offices and supporting departments, while certain classified personnel registries were maintained under standard operating procedures. SAP HCM (HR) served as the transactional HR backbone for manpower provisioning, recall planning, and routine HR case handling across the Singapore Police Force.
