In 2019, Singapore Public Service Division implemented Workday Financial Management as part of Project Cumulus, a PSD and GovTech led transition from Oracle E-Business Suite. The implementation centralized ERP Financial capabilities for the division, targeting core finance and procurement workflows and supporting unified financial reporting across business units.
Workday Financial Management was configured to deliver core financial modules including general ledger, accounts payable, accounts receivable, procurement and fixed asset management, together with financial reporting and period close controls. Configuration activities included tenant setup, security role design and chart of accounts rationalization to align Workday Financial Management to PSD accounting structures and governance.
The program included migration of transactional and master data from Oracle E-Business Suite into Workday Financial Management, with development and validation of interfaces and ETL processes to preserve accounting integrity. The integration lead also established Enterprise RPA infrastructure on the UiPath platform and defined workflow and code review practices for deployment of attended and unattended bots to UiPath Orchestrator to support automation of finance adjacent processes.
Governance and operationalization emphasized vendor management, SLA oversight and stakeholder liaison to ensure business, security and audit requirements were implemented during build and rollout. Project leadership extended to establishing ongoing application maintenance and change management processes to coordinate support across interconnected systems and to manage vendor consultants during transition.

| PageUp | Legacy | PageUp ATS | Applicant Tracking System | HCM | n/a | 2019 | 2019 |
In 2019, Singapore Public Service Division implemented PageUp ATS as its Applicant Tracking System. The PageUp ATS instance is embedded on the PSD public website to surface job listings and capture candidate applications directly through PSD careers pages. The deployment serves PSD central HR and hiring manager communities, consolidating vacancy intake and applicant records across the agency.
Configuration focused on core recruitment modules typical of an Applicant Tracking System deployment, including job requisition publishing, candidate portal and application intake, applicant tracking and status lifecycle, structured screening workflows and offer management. PageUp ATS was configured to support role based access for HR coordinators and hiring managers and to manage approval chains for requisition creation and candidate shortlisting.
Operational integration centers on the public careers website where job postings are published from PageUp ATS and candidate submissions are persisted into the PageUp ATS datastore to create a single source of record for applicant data. Governance emphasis was placed on standardized hiring workflows and centralized applicant data governance within PSD, with operational ownership residing in HR and shared access for hiring managers.
