In 2010, Bank SinoPac implemented Temenos T24 Transact for Core Banking to replace its Unisys-based core environment and establish a modern, platform-driven foundation for retail and commercial banking. The Temenos T24 implementation is positioned as the bank’s Core Banking application for domestic operations and as the strategic platform to be leveraged for overseas business expansion.
The deployment used Microsoft Technology as the underlying stack, moving away from the proprietary Unisys core banking application and Unisys Mainframe infrastructure. Configuration focused on standard Core Banking functional areas, including core deposit and transaction processing, account management, payments and general ledger capabilities consistent with Temenos T24 Transact implementations.
Operational scope began with Taiwan domestic banking business, and the bank planned to extend the Temenos T24 platform to support overseas operations in China, South-East Asia and the USA. Integration work centered on connecting Temenos T24 with the bank’s channel and back-office systems to support cross-border product and transaction continuity, and to consolidate core banking operations under a single application platform.
Governance and rollout followed a phased replacement approach, decommissioning Unisys mainframe components as Temenos T24 Transact was brought into production for domestic business, then orchestrating regional rollouts for international sites. The initiative was positioned to centralize Core Banking services on Temenos T24 while removing dependency on proprietary mainframe infrastructure, enabling the bank to reuse the platform across multiple jurisdictions.

In 2021 Bank SinoPac joined the Trade Insight corporate banking data exchange and provisioned Hyperledger Fabric as the underlying distributed ledger for the industry consortium. This deployment is part of a Blockchain Platform that received trial approval from Taiwan's Financial Supervisory Commission and is positioned to support cross‑institution corporate banking and trade finance workflows.
The Hyperledger Fabric implementation emphasizes data hiding and document attestation, using irreversible SHA256 hashing to authenticate invoices, purchase orders, air and sea waybills, and customs declaration forms. Fabric-based smart contract logic was implemented to standardize transaction verification and evidence of provenance, reducing manual reconciliation and enabling cryptographic verification of supplier and shipping documents across participating institutions.
Operationally the platform covers corporate banking, trade finance, and supply chain finance functions across an alliance of eight banks including Bank SinoPac, and integrates shipping participants such as Yang Ming Marine Transport Corporation and Evergreen Marine Corporation who upload waybill information to the network. The consortium is negotiating connectivity with logistics and e-bill vendors including Leading Information System, SmartBee Intelligence, and Bolero to broaden data sources and support additional supply chain related applications.
Governance and rollout are consortium driven, with the Trade Insight governance model enforcing transaction privacy, role-based access to shared records, and a phased expansion of commercial scenarios. Reported outcomes in the trial phase include stronger cross-bank risk management, lower risk of double financing, faster document verification and accelerated loan application processing, while the platform roadmap focuses on enriching data sets and expanding blockchain application scenarios in exports and supply chain finance.
