In 2019, Southcoast Health Azure moved Oracle PeopleSoft HCM and Oracle PeopleSoft ERP to Oracle Cloud Infrastructure, implementing Oracle PeopleSoft ERP as its ERP Financial platform across the health system. The deployment addressed infrastructure gaps while retaining PeopleSoft functional ownership for payroll, HR, and core financials, positioning Oracle PeopleSoft ERP within an enterprise cloud architecture.
The implementation included a user experience modernization with the Fluid user interface for managers and employees, and adoption of Fluid forms, development documents, and surveys to reduce paper processes. Customizations were retired in favor of delivered functionality and converted to configuration using Page and Field Configurator, while Event Manager and PeopleSoft Test Framework were used to create automated regression tests and streamline release activities.
Deployment architecture leveraged Oracle Cloud Infrastructure for hosting, with the migration executed in a two month window, and implementation partners providing migration and UI modernization services. The rollout covered enterprise operational scope across southeastern Massachusetts and Rhode Island, impacting HR, payroll, finance, and MIS department operations, and centralized PeopleSoft environments on OCI for improved manageability.
Governance shifted toward configuration driven change control and automated testing to support faster upgrades and predictable releases. Outcomes stated by the organization include a 90 percent reduction in upgrade time, improved security, performance, application efficiency, and response times, cost savings, and increased agility as teams moved from paper workflows to electronic Fluid-based processes.

In 2019 Southcoast Health implemented Oracle PeopleSoft HCM as its Core HR solution and moved all PeopleSoft HCM and ERP environments to Oracle Cloud Infrastructure. The migration to Oracle Cloud Infrastructure was completed in two months with Oracle Platinum Partner Velocity Technology Solutions, a compressed timeline that supported operational continuity across the health system in southeastern Massachusetts and Rhode Island.
Oracle PeopleSoft HCM deployment included a user experience modernization using the Fluid user interface, delivered with New York Technology Partners, enabling manager and employee self-service via Fluid forms, development documents, and surveys. The project retired custom code in favor of delivered functionality, and converted remaining customizations to configuration using Page and Field Configurator to centralize UI and data model changes.
Architecturally the implementation positioned PeopleSoft HCM on Oracle Cloud Infrastructure to address infrastructure gaps and to improve security, performance, application efficiency, and response times. The environment also leveraged PeopleSoft Event Manager and PeopleSoft Test Framework to create automated regression tests, standardizing release validation and supporting more frequent maintenance cycles.
Operationally the rollout impacted HR and MIS operations, shifting paper workflows to electronic forms and embedding manager and employee workflows into the Core HR system. These governance and automation changes contributed to reduced upgrade time by 90 percent and were cited as delivering cost savings and improved agility while consolidating PeopleSoft HCM as the system of record for human capital management.

In 2015 Southcoast Health Azure deployed Epic ASAP under the Clinical Trial Management category to standardize emergency department documentation and registration workflows at its New Bedford, MA site. The initiative ran from June 2015 to November 2015 and focused on hands on adoption of the ASAP Emergency Department Module across clinical and registration roles.
Configuration and functional scope centered on Epic ASAP as the primary ED documentation and order entry tool, with clinicians taught to build and use Macros and Smart Phrases, create Preference Lists for commonly placed orders, and leverage Epic Note Writer for structured notes. The project explicitly included support for Code and Trauma Narrators, registration data capture for demographics, emergency contact, guarantor and insurance entries, and clinician workflows for order placement and note creation.
Integrations and operational tooling used during the rollout included Torch Learning Management System to schedule trainees and assign CME credits, and Dragon Speech Recognition to accelerate note entry into Epic Note Writer. The deployment encompassed ASAP, Cadence, and Prelude systems concurrently, with support provided to unit clerks, technicians, nurses and physicians during Go Live for those modules.
Governance and rollout practices were led by a credentialed trainer under contract who administered proficiency tests, developed tip sheets for end users, and conducted class based training sessions with ten to twenty five emergency department clinicians per class. Training and Go Live support emphasized workflow adoption, clinician preference configuration, and just in time assistance for registration and acute event documentation.
