Mitchell Humphrey & Co. Legacy Mitchell Humphrey Financial Management Software (FMS) Government ERP ERP Services and Operations n/a 2022 2022
In 2022, St. Louis County, MN implemented Mitchell Humphrey Financial Management Software (FMS) as a Government ERP to digitize permitting for the On Site Wastewater division and to centralize permit payment processing. The county deployed FMS III to process permit payments and to link permitting workflows with county financial operations across Minnesota. The configuration focused on permitting intake and payment processing capabilities within Mitchell Humphrey Financial Management Software (FMS), enabling electronic submission of On Site Wastewater permits and capture of permit fee transactions. Functional workstreams implemented included permit application routing, online payment capture, and system driven posting of payment records to financial modules. Operationally the implementation connected permitting and payments across county departments, creating an integrated flow from permit submission through payment handling. FMS III served as the payment processing node for permit fees, unifying payment data for use by permitting staff and county finance teams without introducing third party integrations. Governance changes aligned permitting and finance processes to the new Government ERP platform, shifting public interaction toward online channels. The county explicitly reported increased online payment processing and a reduction in in person permit visits after the deployment.
