Oracle Legacy Oracle PeopleSoft ERP ERP Financial ERP n/a 1997 1999
In 1997 the State of Montana implemented Oracle PeopleSoft ERP for ERP Financial functions across state government, focusing on Accounts Payable and Time and Labor information flows. The deployment supported HR Generalists and centralized payroll review processes while consolidating transactional and reporting needs across more than 50 state agencies. Functional work centered on the PeopleSoft Financials AP module, where the team developed an archiving methodology using a combination of SQR and Unix Shell scripts. The archival solution was central to their Upgrade and served as a data extraction and retention layer to manage AP table volumes and preserve historical records during upgrade activities. A complementary set of SQR programs was created to extract data from PeopleSoft Time and Labor tables and to generate operational reports for HR Generalists. These SQR extracts consolidated records from over 50 different State agencies and produced custom Pay Summary data for review prior to the payroll run, aligning Time and Labor reporting with payroll validation workflows. Architecturally the implementation combined in-application SQR processing with operating system level Shell automation to orchestrate batch extraction and archival workflows, integrating operational reporting with payroll review controls. Governance and process changes embedded the SQR and Shell script procedures into upgrade cutover and payroll pre run checklists, formalizing data extraction, archival, and pre payroll review steps for ongoing operational consistency.

In 1997, State of Montana implemented Oracle PeopleSoft Absence Management within its State Human Resource System SABHRS to centralize Absence and Leave Management for roughly 3,500 state employees. Oracle PeopleSoft Absence Management was deployed to manage leave accruals, absence requests, approval workflows, and entitlement calculations across HR and payroll business functions. The implementation included configuration of absence processing rules, leave type catalogs, accrual schedules, and multi level approval hierarchies consistent with public sector policies. Functional workstreams documented in the program included batch monitoring for scheduled interfaces, PeopleSoft security development, and dedicated testing and technical support activities to validate absence accounting and access controls. The Absence and Leave Management application was integrated into SABHRS components explicitly including Core HR, Position management, Payroll, Benefits, and Time and Labor, preserving a single employee record and ensuring payroll and benefits eligibility flows. Operational coverage targeted state HR operations, payroll teams, and benefits administrators across state agencies and payroll offices. Governance emphasized centralized configuration control and role based security administration within PeopleSoft, supported by formal testing cycles and batch reconciliation procedures to manage nightly processing. Ongoing technical support and security development were specified as part of application maintenance to sustain policy alignment and operational continuity.
