In 2018, the New Jersey Division of Gaming Enforcement adopted Optum RX as part of the statewide New Jersey State Health Benefits Program PBM contract to administer prescription drug benefits for state employees and school employees. The implementation was effective January 1, 2018 and placed Optum RX into the Pharmacy Management layer supporting integrated retail, 90 day retail, specialty and mail order pharmacy services, reflecting an HR and employee benefits implementation across participating agencies.
Optum RX was configured to deliver core Pharmacy Management capabilities typical of a PBM, including claims adjudication, formulary management, specialty pharmacy oversight, mail order fulfillment and 90 day supply program administration. The deployment incorporated utilization management workflows and prior authorization processing to standardize benefit controls and enforce plan rules across covered members.
The procurement and award of the Optum RX contract were publicly litigated during the award process, and award documentation cited projected savings estimated at multi hundred million to $1.6B over the three year contract term. Operational scope covered statewide plan members under the State Health Benefits Program, centralizing PBM administration within HR benefits operations for state and school employee populations and standardizing pharmacy benefit governance across agencies.
