In 2018, Toowoomba Regional Council implemented TechnologyOne OneCouncil HR as part of a broader TechnologyOne OneCouncil deployment to address manual, paper based processes and to move to a single enterprise system. The implementation targeted council wide administrative and financial operations and was driven by a need to support the size and complexity of the organisation while enabling contemporary business processes.
The deployment included TechnologyOne OneCouncil Financials, Asset Management and Human Resource & Payroll modules, with TechnologyOne OneCouncil HR delivering Core HR capabilities such as payroll processing, employee self service, and workforce administration. The solution was implemented as a unified application set built in collaboration with more than 200 local governments, reflecting a coordinated configuration approach aligned to local government functional workflows.
Architecturally the council adopted OneCouncil as a single integrated enterprise solution providing a unified data model and consolidated reporting across finance, assets and HR. Operational coverage extended across the entire council, with specific operational impact on payroll operations where the council reported efficiency gains for 18 payroll staff and expanded employee self service for everyday HR tasks.
Governance and process changes emphasized streamlined business processes, enhanced executive and council level financial visibility, and strengthened strategic asset management practices. Outcomes explicitly reported by the council include reduced costs of approximately 2.5 million dollars per year, at least three days saved each month in efficiency for each of the 18 payroll staff, a two percent gain in the depreciation figure contributing to the stated savings, and an expectation of full return on investment within five years.
