Aptean SouthWare ERP was configured to support financial ledgers and billing workflows alongside inventory control, purchasing, sales order processing, and dispatch scheduling for inbound and outbound loads of product. Functional use cases documented include driver dispatcher tasks, purchasing agent workflows, inventory control operations, customer service order handling, and billing of invoices, complemented by personnel management tasks for hiring and managing operations employees and compliance record-keeping for DOT and EPA requirements.
The application environment was Windows based, with staff using Windows 2000 and Windows XP desktops and Microsoft Office tools including Word, Excel, and Outlook to interface with SouthWare. Operational flows routed communications between sales staff and operations through the Aptean SouthWare ERP system, with named operational roles such as driver dispatcher, purchasing agent, inventory control, customer service representative, and billing staff interacting directly with the application.
Governance and operational ownership rested with operations and compliance functions, who maintained EPA and DEQ/City of Oklahoma City books and inspections and enforced DOT rules and regulations through application-driven workflows. In 2017 Tulco Oils selected and began deploying ECI Deacom ERP (Manufacturing ERP) to replace a legacy system as part of a major expansion initiative. The project aimed to unify the distributor and contract-manufacturing sides of the business under a single-instance ERP to support international growth and an expanded contract manufacturing footprint.
Deacom was implemented as a single-system application that embeds both manufacturing and distribution functionality rather than relying on attached modules. Key functional areas in use include sales order capture and order-to-cash workflows, production scheduling, and process-control capabilities that route sales orders instantly to impacted departments to establish delivery commitments and trigger production plans. The rollout consolidated transactional data across Tulco’s four facilities in real time, enabling centralized visibility and standardized operational workflows across sites.
The implementation was positioned to improve workflow management and company-wide visibility and to eliminate external work-arounds by keeping all data and processes inside the ERP. Tulco articulated expected benefits of consolidated data for more accurate performance analysis and a cohesive operational view to support its expanded distribution and contract manufacturing operations.
