In 2013, the U.S. Army Corps of Engineers, Fort Worth District implemented Gordian e4Clicks to provide Job Order Contracting unit price books, technical specifications, and estimating software. Gordian e4Clicks was deployed as a Construction Estimating application to support JOC construction estimating and procurement across multiple Army installations in the region.
The implementation centered on unit price book management, a technical specification library, and task order estimating capabilities within Gordian e4Clicks. Configuration work included standardizing unit items, establishing estimating templates for recurring task orders, and enabling consolidated estimate rollups and reporting to support contract task order proposals and award decisions.
Operational coverage extended across several Army facilities in the Fort Worth District region, where the system supported construction estimating and procurement workflows for JOC work. The deployment leveraged Gordian RSMeans cost data as part of the vendor context to populate unit costs and standardize cost assumptions used in estimates.
Governance changes focused on standardizing unit price books and instituting common estimating procedures to align JOC task order pricing across sites. As a result, the program standardized unit price books and improved task order estimating and procurement consistency across the covered Army facilities.
