In 2020, University Of California implemented Oracle PeopleSoft HCM as its Core HR platform. The Office of the President covers a system of 10 campuses, five medical centers, and three affiliated national laboratories, and processes one billion dollars in payroll for more than 230,000 employees, creating a centralized operational mandate for a scalable cloud deployment.
The implementation configured Oracle PeopleSoft HCM core HR modules to support payroll processing workflows, workforce scheduling adjustments, and enterprise reporting capabilities. Architecture choices focused on deploying PeopleSoft HCM into Amazon Web Services to handle demand spikes and lower operational maintenance and infrastructure burden while meeting state mandated payroll processing timelines. Sierra-Cedar and AWS collaborated closely with UCOP to plan and complete the technical design and cutover within an aggressive six month window.
The program transitioned 21 environments including PeopleSoft HCM, Informatica, PeopleSoft UPK, and an Enterprise Reporting Solution into the AWS environment, and established integrations with MuleSoft, Inflight/Drupal, STAT, and GoAnywhere to enable data exchange, secure file transfer, and reporting orchestration across HR and payroll domains. The deployment tied PeopleSoft HCM to ETL and reporting layers to centralize data flows and support systemwide payroll operations. Post transition, Sierra-Cedar continues to provide support of UCOPs AWS environment and Oracle PeopleSoft HCM through Sierra-Cedar Cloud Managed Services.
Operational governance moved toward a cloud operations and managed services model to sustain centralized scheduling, payroll workflows, and integration maintenance across the University of California system. The project met the December 2020 exit deadline and completed the AWS transition within the six month delivery window, establishing an AWS hosted Oracle PeopleSoft HCM footprint to serve Core HR and payroll functions across the UCOP environment.
