In 1996 University of Michigan implemented Oracle PeopleSoft ERP as its ERP Financial platform. The procurement included PeopleSoft Human Resources Management System and PeopleSoft Financials for Public Sector, creating a unified finance and HR application footprint to manage campus accounting, grants accounting workflows, payroll interfaces, and personnel records.
Under the January 1996 contract the university secured use of PeopleSoft Student Information System at a reduced cost in exchange for direct participation in product development. University of Michigan collaborated with six other academic institutions during that development effort, which provided detailed functional input and accelerated configuration for student administration modules within Oracle PeopleSoft ERP.
In 1997 University of Michigan expanded the partnership with PeopleSoft through membership in the Grants Application and Management Systems consortium, initiating co-development of a research administration package. Operational scope for the combined deployments encompassed central finance, human resources, student administration, and research administration functions across university departments, aligning administrative recordkeeping and transactional processing on the PeopleSoft platform.
The collaborative development model and consortium membership served as governance levers, embedding university functional requirements into delivered modules and providing a head start on student administration implementation. Since the decision numerous other universities have made the same choice, and the university reported that participation in development assured many of its needs would be met by the final PeopleSoft Student Information System.

In 2009, University of Michigan upgraded Oracle PeopleSoft HCM to modernize service-level integrations. The work focused on the Pillar Java application PeopleSoft Service component, moving its communication layer from PeopleSoft Business Interlink to Web Services for interactions with PeopleSoft Student and Oracle PeopleSoft HCM systems.
The implementation reconfigured the PeopleSoft Service component to consume and expose Web Services, standardizing message flows and service contracts consistent with Core HR integration patterns. This change centralized service orchestration in the Pillar Java application and aligned integration tooling with common service oriented architectures used for HR and student administration.
Operational scope included cross-functional coverage of HR and student administration systems, where the PeopleSoft Service component now mediates data exchange between PeopleSoft Student modules and Oracle PeopleSoft HCM. Governance activities emphasized updating service contracts, endpoint configuration, and deployment procedures to support the new Web Services-based communication model.

The Oracle PeopleSoft Campus Solutions deployment centered on Student Information category capabilities, with configuration work focused on student administration functions such as admissions, enrollment and registration workflows, academic records management and student self-service. University of Michigan deployed these student administration modules in conjunction with PeopleSoft Human Resources Management System and PeopleSoft Financials for Public Sector to ensure administrative alignment across student, HR and finance domains.
University participation was conducted as a co-development effort with six other academic institutions, a structure that assured many institutional requirements were incorporated into the final product and provided a head start on implementing the student administration portion. Operational coverage of the deployment encompassed central registrar and enrollment management functions, and extended to administrative offices that interact with student records and financial systems.
In 1997 the University of Michigan joined the Grants Application and Management Systems consortium and began a second partnership with PeopleSoft to help develop a research administration package. Governance for the PeopleSoft engagements emphasized collaborative requirements definition and joint testing with peer institutions, enabling the university to influence product features and accelerate internal rollout of student-focused administrative workflows.
