In 2013 University of Phoenix led development work to upgrade and standardize Oracle E-Business Suite R12 as its core ERP Financial platform. The effort centered on enterprise financial operations including accounts receivable, accounts payable, general ledger, cash management and procurement, with the Oracle E-Business Suite implemented to support revenue recognition, vendor payment and procurement efficiencies.
The implementation and ongoing support covered a broad suite of modules and customizations, including Accounts Receivable, iProcurement, Cash Management, General Ledger, Fixed Assets, Accounts Payable, iExpense and bespoke modules for Faculty Pay, Employer Billing, Discounts and Pricing. The organization maintained roughly 1000 customized Oracle E-Business Suite objects spanning workflows, forms, reports and integrated custom applications, enabling invoicing, collections, payment processing and procurement workflows consistent with ERP Financial functional practices.
Architecture and integrations were a focal point, with over 50 integrations to internal IT systems, commercial off the shelf software and third party SaaS solutions. Explicit integrations included a multi year Financial Aid integration with the Vocado SaaS platform using ETL and Golden Gate replication to the data warehouse, a Latitude collections integration with PGP encrypted file feeds and ssh key authentication, Sabrix tax engine integration for multi state tax calculation, Cybersource tokenization for payment card security, an Oracle Cloud proof of concept using VPN connectivity and load testing, and an Exadata database upgrade with database parameter tuning and performance testing. Development teams collaborated with DBAs, offshore resources and professional services to establish load testing criteria, performance tuning and secure file transfer processes.
Governance shifted toward Agile at scale practices with a move from waterfall to SAFe, an emphasis on DevOps including deployment and test automation, and workforce planning to avoid single points of failure. Project level governance included daily stand ups, code reviews, risk mitigation and sprint style delivery, with staff taking on project manager and systems analyst roles as needed. Explicit outcomes documented in program notes include a Payment Period Invoicing change that reduced bad debt by 6 million dollars, Sabrix tax integration that realized annual savings reported as over 6 million dollars, a reduction of month end close processing by 3 hours after Exadata, and fewer service requests together with improved vendor payment and procurement efficiencies following the Oracle E-Business Suite R12 work.

Architecturally the project integrated the Harness Platform with AWS deployment targets as part of the cloud migration, enabling platform driven deployments against cloud infrastructure. World Wide Technology served as the implementation partner, coordinating migration sequencing and platform configuration.
Governance emphasis included centralized pipeline governance, developer onboarding to standardized pipelines, and alignment of operational runbooks to support continuous delivery.
