In 2005, the University of Texas Medical Branch deployed Oracle PeopleSoft ERP in an ERP Financial implementation to centralize institutional payroll and finance operations. The deployment supported in house payroll processing for more than 12,000 employees and aligned Oracle PeopleSoft ERP financials with campus budget and cost center workflows.
The implementation configured core PeopleSoft HCM/FMS modules for payroll, general ledger, accounts payable, budgeting, and financial reporting, and included ongoing system upgrades and product enhancements. Functional workflows included gross to net payroll reconciliation to the General Ledger, monthly cost center reconciliations with variance analysis, cost transfer processing for payroll related expenses to property, and disbursement of payroll liabilities.
Integrations explicitly included Kronos Workforce Central for workforce time and attendance, with data flows orchestrated into PeopleSoft HCM for payroll calculation and into PeopleSoft FMS for ledger postings. The operational coverage encompassed departmental budget management and monthly, quarterly and annual tax reporting across federal, state and local jurisdictions, including non resident alien and multi state taxation requirements.
Governance and program leadership were exercised through site project management for the Affordable Care Act implementation, establishment of KPI based operational monitoring, and development of a risk mitigation model to address system gaps.
