In 2016 Waikato District Health Board upgraded to Oracle E-Business Suite under the scaled back National Oracle Solution for New Zealand District Health Boards, the Finance, Procurement and Information Management programme known as FPIM, using the ERP Financial application footprint. The work formed part of a Wave 1 upgrade cohort coordinated by NZ Health Partnerships and delivered an on-premise upgrade of Oracle E-Business Suite for a group of DHBs.
The implementation focused on core ERP Financial capabilities, with configuration work aligned to finance and procurement workflows, accounts payable and general ledger processing, and information management processes common to hospital finance operations. A large amount of customer testing was completed to validate configuration and transactional flows, and testing intensity was a stated requirement to meet the go-live date for Wave 1.
Operationally the rollout covered Wave 1 DHBs including Waikato, Bay of Plenty, West Coast and Canterbury, and was executed through collaborative program governance between the individual DHBs and FPIM program teams. The cutover was scheduled and executed over Queen's Birthday weekend, and completion occurred in a constrained environment during a nationwide lockdown.
NZ Health Partnerships publicly described the upgrade as a Wave 1 milestone, noting the tight schedule was completed on time through joint effort by the DHBs and FPIM teams.
