In 2019 Walsall Council implemented Oracle Cloud ERP to replace a heavily customised Oracle E-Business Suite, moving core finance and purchasing onto a single cloud platform under the ERP Financial category with Oracle as the vendor. The decision reflected a shift away from multiple best of breed point solutions for transactional finance and procurement, consolidating those business functions into Oracle Cloud ERP to streamline end to end financial workflows.
Civiteq acted as the ERP Cloud business partner for the programme, completing pre procurement preparation and producing the functional specification before publishing the procurement suite through the CCS Framework RM1042. The engagement covered comprehensive procurement activities, including drafting the procurement documentation, providing public procurement advice and evaluation guidance, managing clarification and moderation sessions, performing technical assessment of supplier bids, and supporting development and sign off of the Final Business Case and cabinet timetable.
The procurement and implementation structure assigned Softcat as the prime supplier with Evosys as the Implementation Partner and Egress as Data Migration Specialists, reflecting a multi vendor delivery model for Oracle Cloud ERP. The implementation scope focused on finance and purchasing capabilities previously handled by Oracle E Business Suite, and addressed the Council’s existing landscape that included HR and payroll solutions such as Midland HR iTrent, Talentlink, and Learning Pool, in order to consolidate transactional ERP functions.
Governance for the programme included project management oversight, moderation and assurance roles during evaluation, and close support through awards and contract notification stages. Civiteq’s Business Change Team supported cultural and behavioural change associated with the technical design. The procurement concluded successfully without challenge, awarding a contract on a 5 plus 2 year term, and established a trusted partner model to support the lifecycle of Oracle Cloud ERP.

Deployment was executed as a cloud native Oracle environment, with Evosys appointed as systems integrator, Socitm Advisory acting as business integrator, and Egress engaged for data extraction. The architecture emphasized an integrated application tenancy spanning HR, finance and procurement capabilities, enabling shared master data and streamlined transactional workflows across impacted business functions.
Programme governance combined vendor programme management and council ICT leadership, with Evosys programme oversight and local governance from the council ICT team led by Carol Williams. The rollout was positioned to change ways of working, with stated objectives to improve services to customers, improve employee morale by providing the right tools and skills, and deliver more efficient and effective processes for Walsall Council.

Causeway Mayrise Systems was configured to support work order management, scheduling and dispatch workflows, asset and location records, and service request intake consistent with Field Service Management capabilities. The implementation also supported administrative workflows used by Environmental Improvement Support Assistants, including creation of purchase orders, invoice processing, and logging of phone and email queries.
The system was integrated with the council's in-house Oracle system and with Qlikview for management reporting, enabling financial posting and analytics alignment between service operations and corporate finance. Causeway Mayrise Systems centralized case notes and visit documentation to streamline handoffs between field officers and back office administrators.
Governance and operational controls emphasized team-level workflows for query triage, purchase order approval, and invoice reconciliation, with defined responsibilities for environmental officers and administrative staff. The deployment positioned Causeway Mayrise Systems as the operational platform for front-line environmental service handling, administrative billing touchpoints, and reporting through Qlikview.
